Chapter I General Provisions Article 1 According to the Measures for the Administration of National Poverty Alleviation Funds (Guo Ban Fa [1997] No.24) and the Notice of the Provincial Party Committee and the Provincial Government on Printing and Distributing the Poverty Alleviation Plan in Sichuan Province (issued by the Sichuan Provincial Party Committee [1994] No.22) and on solving the rural poor as soon as possible. Article 2 Poverty alleviation funds refer to the funds specially arranged by the central government and the province to solve the problem of food and clothing for the rural poor and support the social and economic development in poverty-stricken areas, including: funds issued by the central government to support the development of economically underdeveloped areas, new financial poverty alleviation funds, work-for-work funds, special poverty alleviation loans, financial poverty alleviation funds arranged by the province and general poverty alleviation loans. Article 3 All poverty alleviation funds shall be used in accordance with the overall objectives and requirements of poverty alleviation and development, so as to form a joint force and give full play to the overall benefits. Chapter II Objects and Conditions for the Use of Poverty Alleviation Funds Article 4 All kinds of poverty alleviation funds must be used in the State Council and 63 poverty-stricken counties designated by the provincial party committee and government. Otherwise, leading groups for poverty alleviation and development at all levels shall not establish projects, and financial and banking departments shall not issue poverty alleviation funds. Non-poverty-stricken counties identified by cities (prefectures) and scattered poverty-stricken townships, villages and households in poverty-stricken counties shall be supported by relevant local governments at all levels. Article 5 The funds for supporting the development of economically underdeveloped areas and the newly added financial poverty alleviation funds shall be used to improve the production conditions of poor farmers and herdsmen, solve the problem of drinking water for people and livestock, develop diversified businesses, build roads in poor rural areas, popularize compulsory education and eliminate illiteracy, carry out practical technical training for farmers and herdsmen, discount credit funds, prevent and control endemic diseases, and improve the living conditions of poor farmers and herdsmen.

Work-for-relief funds are used for the construction of roads in poor counties and townships (excluding provincial roads and national highways) and supporting roads for poverty alleviation and development projects. Poor farmers build basic farmland (including animal husbandry grassland and fruit forest land) and build farmland water conservancy projects to solve the drinking water problem for people and livestock.

Special poverty alleviation loans are used for projects with good benefits and strong repayment ability in planting, breeding and processing industries with local agricultural and sideline products as raw materials, which can directly solve the problem of food and clothing for poor rural households.

Provincial financial poverty alleviation funds are mainly used to support the central financial poverty alleviation funds and special poverty alleviation loans, support poor farmers in poverty-stricken counties in the province, develop diversified businesses and social undertakings, and carry out practical technical training for farmers and herdsmen.

Provincial general poverty alleviation loans are mainly used for the liquidity needs of poverty alleviation projects in poor counties. Article 6 85% of the special poverty alleviation loans shall be used for poor households in poor villages to develop planting, aquaculture, fruit industry and small-scale agricultural infrastructure construction projects related to solving people's food and clothing. Article 8 In accordance with the requirements of the "four provinces" of the central government, the provincial leading group for poverty alleviation and development will discuss and decide on the allocation scheme according to the number of poverty-stricken counties in relevant cities (prefectures), the poverty population and poverty level, the efficiency of poverty alleviation funds, and the implementation of matching funds in cities and counties, and implement unified arrangements, mutual support and comprehensive investment, and notify the leading groups for poverty alleviation and development in various cities (prefectures) at the beginning of the year. Provincial Poverty Alleviation and Development Office, Provincial Department of Finance, Provincial Planning Commission, Provincial Work Relief Office, Provincial Agricultural Development Bank and other relevant poverty alleviation fund management departments should put forward preliminary opinions in advance and report them to the Provincial Leading Group for Poverty Alleviation and Development for approval, and issue specific plans in a timely manner according to the approved distribution plan, and allocate funds according to procedures. Article 9 The specific plans for supporting the development funds of economically underdeveloped areas and increasing the financial poverty alleviation funds in that year shall be issued by the Provincial Department of Finance and the Provincial Poverty Alleviation and Development Office before the end of April of that year, and all of them shall be allocated to cities (states) before the end of July.
