Regulations on the Administration of Foundations Article 1 These Regulations are formulated in order to standardize the organization and activities of foundations, safeguard the legitimate rights and interests of foundations, donors and beneficiaries, and promote social forces to participate in public welfare undertakings.
Article 2 The term "foundation" as mentioned in these Regulations refers to a non-profit legal person established for the purpose of engaging in public welfare undertakings by using the property donated by natural persons, legal persons or other organizations in accordance with the provisions of these Regulations.
Article 3 Foundations are divided into public offering foundations and non-public offering foundations. According to the geographical scope of fundraising, public offering foundations are divided into national public offering foundations and local public offering foundations.
Article 4 Foundations must abide by the Constitution, laws, regulations, rules and national policies, and shall not endanger national security, unity and national unity, nor violate social morality.
