On May 14, 2021, the Dasha Town Party Committee and Government carried out a systematic survey of the town’s collective economic organizations and industrial support funds, and found that there were abnormalities in the industrial support funds of Qingshan Village. Xiong Shiwei and Ran Congren immediately returned 50,000 yuan Industrial support funds of RMB 100,000 and RMB 100,000 were transferred to the collective accounts of Qingshan Village.

From January to February 2021, while Chen Zhiyi was serving as the interim Party branch secretary of Qingshan Village, Dasha Town and the deputy secretary of the Qingshan Village Party branch, he violated the "Ten Thousands of Ten Thousand Ten Thousand Ten Thousand Ten Thousand Measures" without consultation between the two village branch committees.
