It can be modified while it is pending review, but cannot be modified after it has been reviewed.

Formal review refers to the review conducted by the administrative agency only on whether the formal requirements of the application materials are met, that is, whether the application materials are complete and in compliance with the legal form. Article 28 of the Trademark Law stipulates that for a trademark application for registration, the Trademark Office shall complete the review within nine months from the date of receipt of the trademark registration application documents. If it meets the relevant provisions of this Law, a preliminary review and announcement shall be made.
