Measures of Zhongshan Municipality on Promoting Charity
Article 1 These Measures are formulated in accordance with the Charity Law of the People's Republic of China, the Regulations on Voluntary Service and other laws and regulations, combined with the actual situation of this Municipality, in order to promote the development of charity, cultivate social charity awareness, promote charity culture and build a charity Zhongshan. Article 2 These Measures shall apply to activities related to promoting the development of charity within the administrative area of this Municipality. Article 3 The development of charity should follow the principles of government-led, non-governmental operation, national participation and industry development. Article 4 The Municipal People's Government shall incorporate the development of charity into the national economic and social development plan and related special plans, formulate policies and measures to promote the development of charity, guide and promote the development of charity, establish and improve the coordination mechanism of charity work involving relevant administrative organs, social organizations and trade associations, and hold joint meetings regularly to exchange, communicate and coordinate related charity work.

The town people's government and sub-district offices are responsible for the organization and coordination of charitable work within their respective jurisdictions. Article 6 The Municipal Federation of Trade Unions, the Communist Youth League, the Women's Federation, the Federation of Returned Overseas Chinese, the Disabled Persons' Federation, the Federation of Industry and Commerce and the Red Cross are encouraged to give full play to their advantages of close ties with the masses and mobilize the public to donate funds, materials and provide support services for charity.

Encourage religious groups to carry out charitable activities according to laws and regulations, and encourage and guide compatriots from Hong Kong, Macao and Taiwan and overseas Chinese to participate in charitable causes. Seventh municipal civil affairs departments to strengthen the cultivation and development of regional charitable organizations and support, consultation, evaluation and other charitable industry organizations.

Charity industry organizations shall carry out the following charity promotion activities according to law:

(a) to participate in the formulation of relevant policies and plans, reflect the demands of the industry, and safeguard the rights and interests of the industry;

(two) to promote the industry exchange and cooperation of charitable organizations in fund raising, volunteer mobilization and charity project implementation;

Advocate mass mutual assistance activities in units and communities, guide the donation of idle items, and give full play to the positive role of families and individuals in charitable activities. Article 9 Enterprises, institutions and other organizations are encouraged to provide necessary places and other convenient conditions for charitable activities.

Managers of exhibition venues, stadiums, theaters, stations, docks, parks, shopping malls and other public places are encouraged to provide convenience for charitable activities and reduce related expenses.

Encourage legal services, accounting, auditing, notarization and other institutions to implement preferential fees when providing services for charitable activities. Article 10 The municipal civil affairs department can focus on cultivating charitable organizations that provide public services and have the function of poverty alleviation through measures such as government purchasing services, financial support and providing initial services, and encourage and support charitable organizations to set up social service institutions and facilities such as public welfare medical care, education, pension, disability rehabilitation, culture and sports, ecological environment and emergency assistance to provide social assistance services.

Encourage the development of subsidized charitable foundations and guide the establishment of various charitable foundations such as enterprise foundations, family foundations and community foundations. Article 11 The municipal human resources and social security department shall strengthen the protection of labor rights and interests of employees of charitable organizations and vocational education and training, encourage employees of charitable organizations to actively participate in the professional level examination of social workers, and establish and improve the human resources management system with credit records and social insurance as the main contents. Article 12 The municipal civil affairs department shall actively promote the donation of new donors such as equity, intellectual property benefits, technology and marketable securities, support charitable organizations to use the Internet and new media technologies to innovate charitable activities according to law, and encourage charitable organizations with public offering qualifications to carry out online fundraising according to law. Thirteenth municipal civil affairs departments should take measures to guide, encourage and promote organs, enterprises and institutions and towns, communities (villages) to establish social donation receiving stations.

The municipal civil affairs department shall establish a social donation network with the city donation receiving station as the center and organs, township donation receiving stations, charity supermarkets and social work institutions as outlets, build a management system for the material demand and distribution of vulnerable groups, and provide a service platform for charitable donations and regular poverty alleviation and other charitable activities. Fourteenth encourage voluntary service organizations to cooperate with charitable organizations and carry out charitable activities on a regular basis according to social needs. When public welfare social organizations and public welfare non-profit organizations carry out charitable relief activities, they may invite volunteers to participate in the verification of relief objects and the implementation of relief projects.
