Chapter I General Principles

Article 1 These Measures are formulated in order to implement the Regulations on the Administration of Housing Provident Fund and standardize the withdrawal of housing provident fund, combined with the actual situation of our city.

Article 2 These Measures shall apply to the administration of the withdrawal and use of housing provident fund within the administrative area of Urumqi.

Article 3 Urumqi Housing Provident Fund Management Center (hereinafter referred to as the Management Center) is responsible for the management of housing provident fund withdrawal business within its administrative area. According to the authorization of the management center, the sub-center and the management department are responsible for the management of housing provident fund withdrawal business within their respective jurisdictions.

Article 4 The management center entrusts the Urumqi Housing Provident Fund Management Committee (hereinafter referred to as the Management Committee) to a commercial bank (hereinafter referred to as the entrusted bank) designated in accordance with the provisions of the People's Bank of China to undertake the related financial services such as the withdrawal and payment of housing provident fund.

Article 5 The management center shall accept the supervision of the construction, finance, people's bank, auditing and other relevant departments on the withdrawal and use of housing provident fund.

Chapter II Extraction Conditions

Article 6 Employees who meet one of the following housing consumption withdrawal conditions may withdraw the balance of individual housing provident fund account in accordance with the following provisions:

(1) For the purchase, construction, renovation and overhaul of self-owned houses, and the purchase contract is signed within one year or the construction, renovation and overhaul projects approved within 1 year, the withdrawal amount shall not be greater than the purchase amount or the housing construction and repair expenses;

(II) Repaying the principal and interest of housing loans: Employees can withdraw the balance of their own accounts once a year to repay the loans, or they can withdraw the provident fund from their own accounts or the accounts of property owners on a monthly basis to repay the housing loans. Those who withdraw the housing provident fund on a monthly basis to repay the loan should be employees who can pay the housing provident fund in full monthly. The withdrawal amount shall not exceed the principal and interest of the housing loan to be repaid;

(3) If employees who are included in the minimum living guarantee for urban residents in this Municipality or whose rent exceeds the prescribed proportion of family wage income need to pay rent, the withdrawal amount shall not exceed the amount of rent payable in the current year;

(four) employees can also withdraw the balance from the housing provident fund account of the owner or spouse of the same property right when they buy or rent the same house.

Article 8 An employee who meets one of the following conditions for withdrawing non-housing consumption may apply for withdrawing the balance of principal and interest of the individual housing provident fund account:

(three) due to the following major diseases caused by partial or total loss of working ability:

(5) liver cirrhosis;

(6) Severe systemic lupus erythematosus;

(7) Complications of diabetes.

Article 9 If an employee dies or is declared dead during his/her service, his/her successor or legatee may apply for withdrawing all the principal and interest balance in the individual housing provident fund account of the deceased employee; If there is no heir and no legatee at the same time, the balance of principal and interest of housing provident fund shall be included in the value-added income of housing provident fund.

Article 10 If the housing provident fund is withdrawn for non-housing consumption reasons and the labor relationship with the original unit is terminated, the housing provident fund account shall be cancelled at the same time.

Eleventh workers who meet the extraction conditions but bear the housing provident fund loan debt shall repay the housing provident fund loan first. If there is still a balance in the individual housing provident fund account after repayment of the loan, it shall apply for withdrawal of the balance in accordance with the corresponding withdrawal conditions.

Chapter III Extraction of Vouchers

Twelfth employees for housing consumption to withdraw housing provident fund, shall provide the following application materials:

(a) the employee's identity card and a copy;

(two) the "approval form for the withdrawal of housing provident fund" signed by the employee himself;

(five) according to the different reasons for the extraction, the original and photocopy of the following corresponding certification materials should also be provided:

1. If employees purchase commercial housing and affordable housing, they shall provide Urumqi commercial housing sales contract, purchase invoice or special receipt, and deed tax payment certificate registered and filed by the property right department (for installment payment, deed tax invoice may not be provided temporarily);

2. Employees who purchase second-hand houses shall provide Urumqi Housing Transfer Contract, Property Ownership Certificate at the time of transfer and deed tax payment certificate;

3, the purchase of public housing units (including full fund-raising housing) workers, provide the approval form approved by the competent department of business; If it is a house purchase replenishment, it is necessary to provide a discount house purchase replenishment calculation table and real estate license, and at the same time provide the bank and account number of the selling unit;

4. Workers who build or renovate their own houses shall provide construction project planning permits and land planning permits issued by land administrative departments at or above the municipal level, as well as the project budget for building or renovating houses; Workers who build or renovate their own houses on rural collective land shall provide the Construction Permit and the Collective Land Use Certificate issued by the competent department of construction and land;

5, overhaul their own housing workers, to provide "all of housing" and "construction planning permit" issued by the planning department; Workers who overhaul their own houses on rural collective land shall provide the collective land use certificate issued by the land administrative department or the construction permit issued by the construction administrative department;

6. If the employee repays the housing loan annually and withdraws the housing accumulation fund, he shall provide the loan contract and loan balance statement issued by the loan bank; Take the monthly withdrawal of housing provident fund to repay the loan, it shall sign the "monthly withdrawal of housing provident fund to repay the loan agreement";

7.
