In order to strengthen the management and supervision of rice seed subsidy projects and improve the efficiency in the use of funds, this implementation plan is formulated according to the relevant requirements of the Notice of the Ministry of Finance and the Ministry of Agriculture on Printing and Distributing the Interim Measures for the Administration of Rice Seed Promotion Subsidies (Cai Nong [2004]17) and the central financial arrangements, combined with the actual situation in our province.
First, the guiding ideology. By implementing the subsidy policy for improved rice varieties, using policy guidance and financial support means, we will fully mobilize farmers' enthusiasm for growing grain, encourage and guide farmers to expand the grain planting area, improve the household coverage rate and coverage rate of improved rice varieties and advanced cultivation techniques, increase the benefits of growing grain, and achieve stable grain production and sustained income increase for farmers.
Second, the basic principles. The arrangement and use of subsidy funds shall follow the principles of fairness, impartiality and openness, so as to make the subsidy policy open, the subsidy areas open, the subsidy standards open, the subsidy farmers open, the funds directly subsidize households, and settle accounts according to facts, so as to ensure that the subsidy funds are paid in full and on time.
Third, the scope of subsidies. All rice planted in Guangdong Province will be subsidized by improved varieties.
Fourth, subsidy standards. Central government subsidies per mu for early rice varieties 10 yuan, and subsidies per mu for middle rice and late rice 15 yuan.
Verb (abbreviation for verb) subsidy program. The central subsidy funds for improved rice varieties are directly subsidized to rice farmers according to the actual planting area.

Sixth, strengthen project supervision.

(two) the financial and agricultural departments of cities and counties should strengthen the supervision of funds to ensure the special use of funds. Any place, unit or individual shall not falsely report the rice planting area, and shall not defraud, occupy, intercept or misappropriate the central rice seed subsidy funds. If the above-mentioned violations are found, they will be dealt with severely according to the State Council's Regulations on Punishment of Financial Violations (Order No.427th of the State Council) and other relevant regulations.
(III) The agricultural and financial departments of cities and counties should track the distribution of subsidies and conduct spot checks on a regular basis, visit grassroots cadres and farmers on the spot, promptly correct the irregularities in the distribution of subsidy funds, and ensure that subsidy funds are allocated to farmers in full and on time.
(4) The agricultural and financial departments of cities and counties should set up a hotline for reporting subsidies for improved rice varieties, carefully verify and implement the matters reported by farmers in conjunction with the county-level administrative supervision departments, and promptly and severely investigate and deal with violations found.
