SEF takes "being a bridge, not a wall" as its responsibility, and its main task is to carry out technical and routine work in cross-strait civil exchanges entrusted by the authorities of Taiwan Province Province, including receiving and dispatching goods from compatriots on both sides of the strait, verifying and transmitting documents in Chinese mainland, repatriating criminals on both sides of the strait, mediating and handling economic and trade disputes, and communicating academic and cultural exchanges. Therefore, it can be regarded as an intermediary between the authorities of Taiwan Province Province and the mainland. SEF is responsible to the Legislative Yuan of Taiwan Province Province through the Mainland Committee of the Executive Yuan of Taiwan Province Province and is supervised by the National Assembly of Taiwan Province Province. Most of its funds are allocated by the authorities, and a small part is donated by the industrial and commercial sector. SEF takes the form of a consortium legal person foundation, and the funds are donated by the government and the people.
