Institutional functions of Linfen Human Resources and Social Security Bureau

(1) To formulate plans and measures for the development of human resources and social security in the whole city, and organize their implementation, supervision and inspection.

(2) to formulate and organize the implementation of the city's human resources market development plan and human resources flow measures, guide the city's human resources market construction, build a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(3) To be responsible for the city's employment promotion, formulate plans and measures for the overall urban and rural employment development, improve the public employment and entrepreneurship service system, formulate the employment assistance system, improve the vocational qualification system, co-ordinate the establishment of a vocational training system for urban and rural workers, take the lead in formulating and organizing the implementation of the employment policy for college graduates in our city, and work out training and incentive measures for high-skilled talents and rural practical talents jointly with relevant departments.

(4) co-ordinate the establishment of a social security system covering urban and rural areas, formulate social insurance and supplementary insurance methods and standards for pension, unemployment and work-related injuries, improve and implement the unified transfer and connection methods for pension, unemployment and work-related injury insurance in the whole city, co-ordinate the formulation of the basic old-age insurance office of government agencies, enterprises and institutions, gradually improve the level of fund co-ordination, and jointly with relevant departments, formulate the management and supervision methods for pension, unemployment and work-related injuries and supplementary insurance funds in the whole city.

(5) To be responsible for the prediction, early warning and information guidance of the city's employment, unemployment and social insurance funds, formulate response plans, implement prevention, adjustment and control, and maintain the stability of the city's employment situation and the overall balance of social insurance funds.

(6) to be responsible for coordinating the personnel management of enterprises and institutions in the city, managing the wage fund of institutions, and compiling and issuing the wage plan of institutions in the city. In conjunction with the relevant departments, formulate the implementation opinions on the reform of the wage and income distribution system for staff in public institutions in our city, establish the normal wage growth and payment guarantee mechanism for staff in enterprises and institutions, organize the implementation of the welfare and retirement policies for staff in enterprises and institutions, and guide and supervise the total wage management of state-owned enterprises and the wage and income distribution for the heads of enterprises.

(7) to be responsible for the overall planning, structural adjustment and macro-management of the staff of public institutions in the city. In conjunction with relevant departments, guide the reform of personnel system in public institutions, formulate measures for the management of personnel in public institutions and government agencies, participate in talent management, formulate policies for the management of professional and technical personnel and continuing education, take the lead in deepening the reform of professional title system, and be responsible for the selection and training of high-level and outstanding professional and technical personnel.

(8) jointly with relevant departments, formulate and organize the implementation of comprehensive policies and plans for the work of migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(9) make overall plans for mediation and arbitration of labor and personnel disputes and labor relations, improve the coordination mechanism of labor relations, supervise the implementation of policies to eliminate illegal use of child labor and special labor protection policies for female workers and underage workers, organize the implementation of labor supervision, coordinate the work of safeguarding workers' rights, investigate and deal with major cases according to law, accept labor and personnel letters and visits, and coordinate with relevant departments to handle major letters and visits and emergencies.
