The general rescue standard is determined according to the number of rescuers, the duration of difficulties and other factors, and the calculation formula is:

Temporary assistance standard = local city monthly minimum living standard × number of people assisted × duration of difficulties.

The standard of temporary assistance is generally 1-6 times of the monthly minimum living standard for urban and rural areas. Among them, the less difficult emergency assistance is below 500 yuan (including) (in which the single-family assistance fund is not higher than 1 10,000 yuan); For the sick, school-related and scattered poor people who really need care, according to the degree of difficulty, the expenditure-based assistance is calculated according to the monthly standard of urban minimum living allowance; The transitional temporary assistance standard is the family population multiplied by the urban and rural minimum living standard 1 month. Forty-eighth applications for temporary assistance shall be submitted to the township people's government and the street offices, and after examination and publicity, they shall be examined and approved by the civil affairs department of the people's government at the county level; If the amount of assistance is small, the civil affairs department of the people's government at the county level may entrust the township people's government and the street office for examination and approval. Article 49 The specific items and standards of temporary assistance shall be determined and promulgated by the local people's governments at or above the county level.

Article 50 The state provides temporary accommodation, emergency assistance, help to return home and other assistance to vagrants and beggars who have no livelihood.

Article 51 When the staff of public security organs and other relevant administrative organs find vagrants and beggars while performing their official duties, they shall inform them to seek help from the rescue management agencies. Among them, the disabled, minors, the elderly and other people with mobility difficulties should be guided and escorted by the rescue management agencies; First-aid personnel should be notified immediately to the first-aid institutions for treatment.
