Three to five overseas economic and trade cooperation zones will be established in African countries in the next three years.
In the next three years, all kinds of talents will be trained for Africa10.5 million people; Send 100 senior agricultural technical experts to Africa; Establish 10 characteristic agricultural technology demonstration centers in Africa; Aid 30 hospitals in Africa, grant 300 million yuan to help Africa prevent malaria, provide artemisinin drugs and set up 30 anti-malaria centers; Send 300 young volunteers to Africa; Aid Africa 100 rural schools; Before 2009, the number of scholarships provided by the China government to African students will increase from the current 2,000 to 4,000 per year.
Preferential credit is not only beneficial to Africa's development, but also helps China enterprises to develop their exports to Africa. Setting up a development fund and building an economic and trade cooperation zone can be regarded as one of the means to encourage China enterprises to "go global".
