The experimental content includes six aspects: First, deepen the reform of rural collective property rights system. On the basis of accelerating the "equal rights and equal rights" of all kinds of rural property rights in an all-round way, we will explore reforms such as issuing land management warrants, ownership of agricultural production facilities and rural aquaculture water management warrants to new agricultural business entities, comprehensively and deeply promote the reform of rural collective assets joint-stock cooperative system, improve the rural property rights transfer trading market, and establish and improve the rural property rights evaluation system. The second is to speed up the construction of a new agricultural management system. Comprehensively promote the "agricultural management system" model based on land joint-stock cooperatives, innovate agricultural management models, explore various forms of moderate scale management, and vigorously cultivate various forms of agricultural management service organizations. The third is to improve the agricultural support and protection system. We will further promote the pilot reform of agricultural "three subsidies", cultivated land protection fund and agriculture-related funds, and expand the pilot of target price insurance for agricultural products such as grain, vegetables and pigs. In addition, pilot reforms will be carried out in improving the integration mechanism of urban and rural development, strengthening and innovating rural social governance, and innovating poverty alleviation and development systems and mechanisms. Promote the rural reform system through the residence permit system, the construction of rural grass-roots party organizations, and financial assets to help the poor, so as to ensure the increase of agricultural income.
