Its main responsibilities include: (1) Implementing national
and the city’s laws, regulations, rules and policies on human resources and social security, research and formulate the county’s human resources and social security development plan, and organize implementation, supervision and inspection.
(2) Formulate and organize the implementation of the county’s human resources market development plan and human resources mobility policy, establish a unified and standardized human resources market, manage the human resources market in accordance with the law, and promote the reasonable flow and effective allocation of human resources.
(3) Responsible for promoting employment in the county.

(7) Responsible for the comprehensive management and distribution system reform of the wages of staff in government agencies and public institutions in the county; implement various wages, benefits, allowances, subsidies and other policies for staff in government agencies and public institutions; responsible for the reform of the salary, welfare, allowances, subsidies and other policies for staff in government agencies and public institutions in the county;

(10) Responsible for the introduction of talents and foreign intellectual work to the county.

(11) Work with relevant departments on the placement plan to allocate demobilized military cadres; be responsible for the education and training of demobilized military cadres; organize and implement corporate policies to alleviate the difficulties and stabilize demobilized military cadres; be responsible for the management and service of demobilized military cadres who choose their own careers.
(12) Responsible for the implementation of relevant national and Beijing policies and regulations on personnel and labor dispute arbitration, comprehensive management of the county’s personnel and labor dispute arbitration cases; improving the labor relations coordination mechanism, organizing and implementing labor inspections, and coordinating workers’ rights protection work in accordance with the law

(13) Responsible for implementing comprehensive policies and plans for migrant workers, promoting the implementation of policies related to migrant workers, coordinating and solving key and difficult issues, and safeguarding the legitimate rights and interests of migrant workers.
(14) Undertake other matters assigned by the county government.
