Article 2 These Measures shall apply to the renovation of shanty towns within the city center, county towns, organized towns and state-owned industrial and mining areas.

Article 3 The term "shantytown reconstruction" as mentioned in these Measures includes the reconstruction of concentrated shantytowns, the reconstruction of non-clustered shantytowns, the reconstruction of urban villages, the comprehensive improvement of old neighborhoods and old residential areas, and the reconstruction of state-owned industrial and mining shantytowns.

Article 4 The term "concentrated and non-concentrated shantytowns" as mentioned in these Measures refers to the concentrated contiguous or scattered (non-contiguous) shanty towns within the urban planning area. Most of the houses are simple in structure, long in use, and public.

The term "renovation of state-owned industrial and mining shantytowns" as mentioned in these Measures refers to the transformation of shantytown areas on state-owned land within the city's urban planning areas and managed by wholly-owned, controlling, or joint-stock state-owned enterprises and collective enterprises.

Article 5 Shantytown reconstruction adheres to the principles of scientific planning, orderly advancement, government leadership, market operation, overall planning, supporting construction, expropriation in accordance with the law, and fair compensation.

Article 6 The people's governments at the municipal and county levels are responsible for the reconstruction of shantytowns within their respective administrative regions.

People's governments at the municipal and county levels should designate or establish corresponding shantytown reconstruction agencies to organize and implement the shantytown reconstruction work in their respective administrative regions.

Article 7 Shanty town reconstruction projects within the central urban area, except for urban villages, shall be organized and implemented by shantytown reconstruction agencies at the municipal and district levels.

The urban village reconstruction project in the central urban area and the Yuyang District Management Project are organized and implemented by the Yuyang District People's Government and submitted to the city's shantytown reconstruction agency for approval.

The shantytown reconstruction projects within the Southwest New District will be organized and implemented by the Hengshan County People's Government and submitted to the municipal shantytown reconstruction agency for approval.

Article 8 Shantytown reconstruction projects shall be included in the annual national economic and social development plans and the scope of affordable housing projects at the municipal and county levels.

Chapter 2 Fund Raising Article 9 Shantytown reconstruction projects mainly raise funds through financial subsidies, bank credit, private capital participation, bond financing, self-raising by enterprises and the masses, etc.

Article 10 People's governments at the municipal and county levels should effectively increase capital investment in shantytown reconstruction and allocate funds for shantytown reconstruction from urban maintenance and construction taxes, urban utility surcharges, urban infrastructure supporting fees, land transfer revenue and other channels.

Renovation expenditures.

The affordable rental housing built in shanty town reconstruction projects will enjoy corresponding subsidies for affordable rental housing at all levels.

Where conditions permit, loan interest discounts will be provided for shantytown renovation projects.

Article 11 Municipal finance shall provide appropriate subsidies to shanty town reconstruction projects in central cities (except urban village reconstruction projects); county and district people's governments shall refer to the special subsidy fund standards of central, provincial and municipal finances and arrange a certain proportion of supporting funds to actively support shanty towns.

Transformation.

Article 12 All banking financial institutions must actively support the reconstruction of shanty towns, increase credit fund arrangements for shanty town reconstruction, and provide loans to qualified shanty town reconstruction projects.

Article 13 Municipal and county-level people's governments encourage and guide private capital to participate in shanty town reconstruction through direct investment, indirect investment, equity participation, entrusted construction and other methods.
