According to the above responsibilities, the Municipal Finance Bureau has 15 functional departments.

(1) The office

is responsible for the daily operation of messages, meetings, confidential documents and other organs; To undertake the work of finance, information, security, confidentiality, letters and visits, government affairs disclosure, personnel, education and training.

(2) The General Department

analyzes and forecasts the macroeconomic situation and puts forward suggestions on macro-control policies; To study and put forward relevant income distribution policies and reform plans; Management of low-cost housing subsidies and affordable housing construction funds; To formulate revenue policies for state-owned resources such as land and minerals in conjunction with relevant parties; Manage the income from the transfer of state-owned land; To formulate government non-tax revenue management systems and policies; To undertake the supervision of lottery market and the management of lottery funds; To undertake the specific work of cleaning up and standardizing civil servants' allowances and subsidies and the reform of performance pay in public institutions.

(3) Budget Section (Law, Taxation and Administration Section)

To study and put forward suggestions on fiscal policy, fiscal system, budget management system and medium-and long-term fiscal planning; Prepare the annual draft budget of the city level and handle the supplementary matters of the budget; To undertake the budget review, approval and adjustment of the municipal departments at the corresponding level; To undertake the construction of the expenditure standard system of the municipal departments at the corresponding level and the management of the project library; Summarize the annual financial budget of the whole city. To organize the drafting of local laws and regulations such as finance and taxation in the whole city; To undertake the legality audit of the relevant regulatory documents of the organ; To undertake relevant administrative reconsideration and administrative litigation; To undertake the work of state compensation for expenses.

(4) The Treasury Department

organizes budget execution, analysis and forecast, and organizes the implementation of general budget accounting, administrative unit accounting and government accounting systems; Organize the implementation of the treasury management system and centralized treasury payment system; Manage the accounts of financial and budgetary units and general accounting; Prepare the draft financial final accounts of the city level and compile the financial final accounts of the whole city, and undertake the relevant work of cash management of the state treasury.

(5) The Administrative, Political and Legal Section

undertakes the work related to departmental budgets in administrative, political and legal aspects; To formulate the financial management system of administrative funds; Responsible for non-trade foreign exchange management of administrative institutions and social organizations.

(6) Education, science and arts

Undertaking the work related to departmental budgets in education, science and technology, culture, etc. To formulate a general financial management system for public institutions and a financial system for the news, publishing and film industries; To undertake the specific work of the reform of compulsory education funds guarantee mechanism, and manage major special funds for science and technology according to regulations; To undertake the financial management of state-owned cultural enterprises at the city level.

(7) The Economic Construction Section

undertakes the work related to departmental budgets in development and reform, urban planning and construction, and environmental protection; Participate in the formulation of relevant policies for construction investment at the city level; To formulate the financial management system for capital construction; To undertake the financial management of relevant policy subsidies and special reserve funds; To undertake the management of financial investment evaluation.

(8) The Agriculture Department

undertakes the work related to departmental budgets in agriculture, forestry and water conservancy; To formulate measures for the management of financial funds for supporting agriculture and financial management systems of relevant industries, institutions and enterprises; Management of special funds for supporting agriculture, management of policy agriculture and special loans for poverty alleviation, and overall arrangement of financial funds for poverty alleviation and resettlement.

(9) Social Security Section

undertakes the work related to human resources and departmental budgets in social security, civil affairs and health; Manage the city's financial and social security, employment and medical and health expenditures in conjunction with relevant parties; To formulate the financial management system of relevant funds (funds) in conjunction with relevant parties, and undertake the financial supervision of social funds; Prepare the draft social security budget and final accounts, and review the draft social insurance fund budget and final accounts of the whole city.

(1) The Enterprise Department (Finance Department)

undertakes the work related to the departmental budget of the Industry and Information Committee, commerce and state-owned assets; To study and put forward financial policies to support enterprise reform and development; To undertake the work related to the operating budget of state-owned capital; Organize and implement various systems of enterprise financial management; To undertake the management of assets evaluation; To formulate the financial management system of financial enterprises and relevant policies on policy-oriented export credit insurance, and manage policy-oriented financial business according to regulations.

(11) The Township Finance Administration

guides the township finance work in the whole city; To study and formulate relevant systems and measures for township financial management; Responsible for the escrow work of township finance counties in the city; Participate in the supervision of social agriculture-related funds and organize the distribution of financial subsidies.

(12) The Foreign Economic and Trade Department

participates in the study of the relevant policies and financial regulations on the utilization of loans from international financial organizations and foreign governments in the whole city; To undertake foreign negotiation, lending (donation) and repayment of loans, guarantees and joint financing by international financial organizations such as the World Bank and ADB and foreign governments in Ji 'an; Supervise and manage the use of loan funds and domestic matching funds; To undertake cooperation and exchange affairs involving Hong Kong, Macao and Taiwan.

(13) The Accounting Department

organizes and implements the unified national accounting standards and systems, internal control norms and professional rules and regulations of certified public accountants; Management accounting qualification; To undertake the management of accounting professional and technical qualifications as required; To undertake the work of guiding and supervising the business of certified public accountants and accounting firms; Organize the implementation of accounting informatization standards.

(14) The State-owned Assets Management Section

formulates the state-owned assets management system and measures for municipal administrative institutions at the corresponding level; To undertake the management of state-owned assets of administrative institutions directly under the municipal government; To guide the management of state-owned assets (resources) in county (city, district) administrative institutions.

(15) Financial Supervision Bureau (Financial Supervision and Inspection Office of the Municipal People's Government)

Formulate policies and systems for financial supervision and inspection; Supervise the implementation of fiscal and taxation laws and policies, undertake the relevant work of supervising and inspecting the quality of accounting information, and investigate and deal with illegal acts according to law; Reflect major issues in financial revenue and expenditure management; Put forward policy suggestions to strengthen financial management; Guide the city's financial supervision work.

Municipal Deed Tax Collection Management Branch (Administrative Service Section). Responsible for the collection and management of deed tax and farmland occupation tax in urban areas (Jizhou District and Qingyuan District) and well development areas; Responsible for the administrative examination and approval work in the municipal administrative service center.

discipline inspection team (supervision room). It is the accredited institution of the Municipal Commission for Discipline Inspection (Municipal Supervision Bureau).
