Studying abroad at public expense is funded in whole or in part by the state or departments, localities and units, and China citizens are selected to study abroad in a planned way. The national public study abroad is under the centralized management of the Ministry of Education. China scholarship council (CSC) is responsible for the application, selection and management of state-funded overseas students.

I. Selection and management policies

The national study abroad at public expense adopts individual application, expert evaluation, equal competition, merit-based admission, signing and dispatching, and selection and management of compensation for breach of contract.

According to the national laws, regulations and relevant policies, the Scholarship Committee is responsible for the organization, funding and management of China citizens' state-funded study abroad.

At present, the categories that the state chooses to study abroad at public expense are mainly visiting scholars who do not study for degrees. The funds mainly include round-trip international travel expenses, scholarship living expenses during study abroad, and subsidies for high-level academic activities. At present, except for a few overseas study programs, the Overseas Study Fund Committee is not responsible for providing tuition fees (except BenchFee in the UK).

Two, provisions on several issues concerning the dispatch and management of the national study abroad fund.

According to the new reform measures for studying abroad at public expense, in order to further improve the measures for the dispatch and management of overseas students, some issues are hereby stipulated as follows:

1. The overseas students mentioned in these Provisions refer to the overseas students sent by the National Fund for Studying Abroad after the implementation of new reform measures. It mainly includes all kinds of overseas students who are fully funded by the state, enjoy reciprocal scholarships between governments, and enjoy foreign scholarships arranged by the state and partially funded, that is, senior visiting scholars, senior learners, postdoctoral researchers, graduate students, etc.

Two, according to the funding situation and different ways, students studying abroad should be before going abroad and china scholarship council (hereinafter referred to as the "Fund Committee") signed the "study abroad funding agreement" (hereinafter referred to as the "agreement", see Annex 1), which will take effect after notarization.

Three, the agreement stipulates the rights, obligations and responsibilities of both parties to the contract. Entrust embassies and consulates abroad to perform the duties of managing overseas students (Party B) on behalf of the Fund Committee (Party A) (which has been clearly defined in the agreement).

4. Students studying abroad should report to their embassies and consulates within/0/0 days after their arrival at the destination of study abroad (see Annex 4 for the format of the registration card), and fill out the Report Form on CSC Students Studying Abroad (Annex 5, hereinafter referred to as the Report Form) every three months to report the study/training situation in one quarter to the embassies and consulates.

Five, the embassy or consulate shall determine the person to establish a certain contact with the tutor or research partner of the overseas students, timely understand the study and work of the overseas students, and fill in the opinions on the report form. "Report" is generally submitted by the embassy or consulate to the Fund Committee for review and filing every six months, and special circumstances are reported at any time.

6. During studying abroad, international students are generally not allowed to change their study units and study plans. If changes are needed, an application should be submitted to the embassy or consulate in advance, and the application should be reported to the Fund Committee for the record after the approval of the embassy or consulate. The examination and approval authority for foreign students to change their study country, identity and extend their study period is in the Fund Committee.

Seven, change the study abroad unit, after arriving at the new study abroad unit, should be reported to the relevant embassies and consulates within 10 days. The original embassy or consulate shall convey relevant information and materials to the current embassy or consulate.

Eight, international students to deal with some breach of contract:

1. If the overseas students fail to report to their embassies and consulates in time within 10 days after they arrive in the country of study and change their study units, they shall explain the reasons. If there is no sufficient reason, the embassy or consulate will give a warning. Those who fail to report for more than 1 month are authorized to withhold funds from the embassy or consulate, cancel their qualification for studying abroad at public expense, and report to the Fund Committee for the record. I or the guarantor shall bear the corresponding liability for breach of contract.

2. For those who fail to submit the report form to the embassy or consulate on time, authorize the embassy or consulate to stop issuing funds for the next quarter; If the report form is not submitted for more than 6 months, the embassy or consulate shall give a warning; Those who have not yet submitted the report form will be disqualified from studying abroad at public expense, and the embassy or consulate will report to the Fund Committee for the record. I or the guarantor shall bear the corresponding liability for breach of contract.

3. Generally, foreign students who "work outside the agreement" will be criticized and educated first to make them correct. If it fails to make corrections within the time limit, it shall be treated as a breach of contract, and the embassy or consulate shall be authorized to decide to postpone or stop the grant according to the circumstances, and report it to the Fund Committee for the record. For those who stop funding, I or the guarantor shall bear the corresponding liability for breach of contract.

4. Without the consent of the affiliated embassy or consulate, those who change the study abroad unit or study abroad plan without authorization shall be treated as breach of contract. Authorized embassies and consulates to stop funding, cancel their qualifications for studying abroad at public expense, and report to the Fund Committee for the record. I or the guarantor shall bear the corresponding liability for breach of contract.

5. Students studying abroad shall not change their country and status of studying abroad. Anyone who changes it without authorization will be treated as a breach of contract, and his qualification for studying abroad at public expense will be cancelled (those who are still studying abroad will be authorized by the embassy or consulate to stop granting subsidies), and reported to the Fund Committee for the record. I or the guarantor shall bear the corresponding liability for breach of contract.

6. Students studying abroad shall not extend their study period. Those who fail to return to China according to the prescribed time limit for studying abroad will be treated as breach of contract. Arriving in China within 1 month beyond the prescribed study period due to special reasons such as flights shall not be regarded as breach of contract.

Nine, the embassy or consulate shall criticize and educate the defaulting personnel, and notify the Fund Committee in a timely manner with the Form of Defaults of Overseas Students (see Annex 6). At the same time, assist the Fund Committee to do a good job in investigating its economic or legal responsibilities according to law.

X. The Legal Affairs Department of the Fund Committee conducts the following performance surveys on the defaulting personnel according to national laws and relevant provisions of this Agreement:

1. If the defaulting personnel bear the corresponding liabilities for breach of contract according to the provisions of the agreement and make full economic compensation, their legal responsibilities will not be investigated.

2. If the defaulting personnel fail to bear the corresponding liabilities for breach of contract and make economic compensation according to the provisions of this agreement, they will ask their domestic guarantor (Party C of this agreement) to bear the economic responsibilities.

3. If the defaulting personnel and their guarantors do not bear the agreed economic responsibilities, they will be settled through legal procedures in China.

4. In case of breach of contract, especially if the financial compensation is not made according to the requirements of the Fund Committee, in addition to legal procedures, other auxiliary means will be taken when necessary, such as informing foreign students of the fact of breach of contract in the name of the Fund Committee with the assistance of embassies and consulates; In China, the list of defaulting personnel will be published in newspapers and notified to my former domestic unit.

XI。 After completing the economic compensation for Party A, the defaulting personnel will be bound by the agreement signed with Party A. The Fund Committee shall notify the relevant embassies and consulates and our domestic units of the settlement of the agreement.

Twelve, the breach of contract personnel should be treated correctly, as for all overseas students, the implementation of relevant national policies, showing concern and love.

Thirteen, the overseas students who return to China on schedule should fill in the "Certificate Form for Overseas Students Returning to China" (see Annex 7, hereinafter referred to as the "Certificate Form"), which will be signed by the embassy or consulate and brought back to China, and signed by my work unit in the corresponding column.

14. Overseas students should report to the Foundation Committee within 1 month from the date of returning to China (they can report in writing or by fax outside Beijing), and submit a written study abroad summary, academic report, certificate form and a copy of the entry and exit seal on their passports. Within 2 months after reviewing the above materials, the Fund Committee shall notify the designated financial institution to return the deposit deposited by the overseas students before going abroad according to the agreement to the overseas students themselves.

Fourth, admission

Before 30 June each year, the Scholarship Fund Committee shall determine the admission list on the basis of expert review, and issue the admission notice after approval by the Ministry of Education. Please pay close attention to the news released by www.csc.edu.cn at that time.

The validity period of the qualification for studying abroad of the admitted personnel is two years. Those who fail to go abroad within the time limit will be cancelled automatically. (omitted below)

1, external contact

There are two ways to send the admitted personnel, one is to contact them by themselves, and the other is to be assisted by the Scholarship Fund Committee. Specific matters will be made clear in the admission notice.

Those included in the exchange scholarship program with relevant countries shall, in principle, be contacted by the Scholarship Committee and dispatched by the Scholarship Committee. The dispatch time is determined according to the enrollment of the other party (generally in the second year after enrollment).

Other personnel contact the study abroad unit by themselves. The dispatch time is determined by the foreign students according to their foreign language level and foreign communication.

Specific dispatch procedures, please be accepted according to the "notice for overseas students" attached to the admission notice.

2. Foreign language requirements

The foreign language level of applicants for the National Scholarship Fund should meet the qualifications or application standards stipulated by the Scholarship Fund Committee (see the selection brochure of that year for details). If it fails to meet the qualification or reporting standards, but is recommended by the unit, it can also be declared.

If a foreign language fails to meet the required qualification standards, if it is accepted, it can decide whether to participate in training or WSK examination according to actual needs. However, they can only be sent after they have obtained the certificate of completion of the advanced class of the International Student Training Department of the Ministry of Education or refer to the WSK exam.

In order to ensure that the foreign language proficiency of the overseas students sent by the state reaches the required qualified standards before going abroad, to prevent those who fail to meet the foreign language proficiency from being sent out, and to make the sending work more targeted and ensure the benefits of studying abroad, since May 1 2003, overseas students must submit copies of the results of the National Foreign Language Proficiency Examination (PETS 5 or WSK) to the Foundation Committee before sending out. Or the certificate of completion of advanced training courses in English, French, German, Russian and Japanese issued by the overseas students training department designated by the Ministry of Education, or the copy of Spanish/Italian training certificate and foreign invitation letter audited by the Foundation Committee, you can go through the formalities of going abroad at the overseas study service center of the Ministry of Education or the designated institutions in Shanghai and Guangzhou.
