Legal analysis: the project applicant must meet the following conditions: abide by the Constitution and laws of People's Republic of China (PRC); Have the ability to independently carry out research and organize research, and be able to undertake substantive research work; Have an associate senior or above professional title (position), or have a doctorate. Those who don't have associate senior titles (positions) or doctoral degrees can apply for youth programs without written recommendation from experts. Applicants for youth programs should not be over 35 years old (born after1March 198615th). Members of the research group must obtain their consent and sign for confirmation, otherwise it will be regarded as illegal declaration. Applicants can attract overseas researchers to participate in the application as members of the research group according to the actual needs of the research. Full-time graduate students cannot apply. In-station postdoctoral staff can apply, among which in-service postdoctoral staff can apply from their work units or postdoctoral workstations, and full-time postdoctoral staff can apply from their postdoctoral workstations.

Legal basis: Measures for the Administration of Project Funds of the National Social Science Fund.

Article 23 The person in charge of the project shall use the project funds according to laws and regulations, and shall not arbitrarily adjust the allocated funds, use false bills to obtain funds, fabricate false labor contracts, fictitious personnel lists and other means to falsely report labor fees and expert consultation fees, and shall not use the project funds to pay various fines, donations, sponsorships and investments. The person in charge of the project should consciously accept the supervision and inspection of the relevant departments on the use of project funds.

Twenty-fourth responsible units shall formulate internal management measures for project funds, clarify the examination and approval procedures, management requirements and reimbursement regulations, and implement management authority such as project budget adjustment, overall use of indirect expenses, labor fee allocation management, and use of surplus funds.
