With the approval of the State Council, the policy of canceling, suspending and integrating relevant government funds is hereby notified as follows:
The first is to reduce the collection standard of new vegetable field development and construction fund to zero. Two, afforestation fund collection standards will be reduced to zero. After the fund collection standard is reduced to zero, the normal development of local forest resources cultivation, protection and management will be ensured by increasing the balanced transfer payment from the central government, the forestry subsidy funds from the central government and the local financial budget guarantee.
Three, stop the price adjustment fund. The fund stops collecting from the society, and the required funds are arranged by the local government according to the actual situation through the local budget at the same level to ensure the normal development of price control and market stability.
Four, bulk cement special funds into the new wall materials special funds. Stop collecting special funds for bulk cement from cement production enterprises. Ready-mixed concrete, ready-mixed mortar and precast cement components will be included in the catalogue of new wall materials, and will be included in the scope of special funds for new wall materials to continue to promote the production and use of bulk cement.
Five, the large and medium-sized reservoir resettlement support fund, inter-provincial (autonomous regions and municipalities) large and medium-sized reservoir fund, the Three Gorges Reservoir Fund merged into the central reservoir resettlement support fund. The provincial large and medium-sized reservoir funds and small reservoir resettlement support funds will be merged into local reservoir resettlement support funds. Six, all regions and relevant departments should strictly implement the provisions of this notice, the announcement of the cancellation or suspension of government funds, not for any reason to delay or refuse to implement, not to continue to charge in other names. The financial departments of all provinces, autonomous regions, municipalities directly under the central government and cities under separate state planning should conduct a comprehensive clean-up of local government fund projects. Any fund project that violates the provisions on examination and approval of government funds and is introduced beyond its authority shall be cancelled. Government fund projects established in accordance with laws, regulations and relevant national policies and regulations shall be strictly implemented in accordance with relevant policies and regulations, and shall not expand the scope of collection, raise the collection standards or charge any additional fees without authorization.
Seven, the financial departments at all levels should do a good job in funding, properly arrange the budgets of relevant departments and units, ensure the normal development of the work, and actively support the development of related undertakings.
