According to the Regulations on the Administration of Housing Provident Fund, Several Provisions of Shanghai Municipality on the Administration of Housing Provident Fund, and Measures of Shanghai Municipality on the Administration of Law Enforcement of Housing Provident Fund, etc. If the unit fails to go through the formalities for setting up individual accounts of housing provident fund for all employees, it shall go through the formalities at the district provident fund management department. If the unit does not correct itself, the Shanghai Provident Fund Management Center will order it to handle it within a time limit; Failing to handle it within the time limit, a fine of 6.5438+0 million yuan and 50,000 yuan shall be imposed. If the unit fails to pay or underpays the housing provident fund within the time limit, it shall go through the formalities of overdue payment or formulate a rectification plan as required. If the unit refuses to correct, the Shanghai Provident Fund Management Center will order it to pay within a time limit; If the deposit is still overdue, Shanghai Provident Fund Management Center will apply to the people's court for compulsory execution. Units that have real difficulties in paying the housing provident fund may apply for reducing the deposit ratio or postponing payment in accordance with regulations.

Shanghai Provident Fund Management Center will disclose the list of illegal units on Shanghai Provident Fund Network, WeChat, Jiefang Daily, Labor Daily and other media as required, provide illegal information of units to Shanghai public credit information platform and central bank credit information platform, and apply to the people's court for inclusion of units in the list of people who have lost their trust. In law enforcement inspection, it is found that units and individuals have seriously infringed upon the legitimate rights and interests of employees, or refused to cooperate with the inspection, lied or concealed relevant information, and obstructed or hindered inspectors from performing their duties according to law, and their legal responsibilities shall be investigated according to law.
