Lanzhou City University is located in Lanzhou, the capital of Gansu Province. It was established in 2006. It is a member of the University of Applied Technology (College) Alliance, Gansu University Teacher Education Alliance, Anning Five University Strategic Alliance, and the National Petroleum University Collaboration Conference. It is among the first batch of universities in Gansu Province.

The pilot university of applied sciences is supported by East China Normal University.

The school's predecessors are Lanzhou Normal College, founded in June 1958, and Bailey Petroleum School, founded by New Zealand friend Rewi Alley in May 1942.

In February 2006, it was approved by the Ministry of Education to be established as a provincial full-time general undergraduate college.

In August 2007, with the approval of the Gansu Provincial Government, Gansu Provincial Preschool Normal School was merged into the school as a whole.
