(3) Reward overseas Chinese, overseas Chinese, returned overseas Chinese and their relatives who have made outstanding contributions to the promotion of Chinese excellent traditional culture, the economic construction of the motherland, the development of science and technology, education and health, and the development of overseas Chinese;

(4) used for publicity in line with the purpose of the Foundation and other projects that are conducive to the development of overseas Chinese affairs.
