Public offering foundations collect donations from the society, and the ratio of expenditure to income is conducive to measuring the efficiency of the use of donation income. According to statistics, at present, the average expenditure ratio of the National Foundation is 50%. In order to promote the activities of the foundation, the standard is that the annual expenditure on public welfare undertakings shall not be less than 70% of the total income of the previous year. Non-public foundations do not accept donations, and generally use the interest of funds or funds provided by donors on a regular basis to carry out activities. Therefore, the proportion of public welfare expenditure is determined according to the amount of funds. In order to achieve the dual purpose of promoting the foundation to carry out public welfare activities and encouraging the development of non-public fundraising foundations, the proportion of public welfare expenditure is set at 8% of the fund balance in the previous year.

Public welfare social organizations refer to foundations, charitable organizations and other social organizations that meet the following conditions:

1, registered in accordance with the law, with legal personality;
