Can public charitable foundations be changed to non-public offerings?
You can't. There are two kinds of charitable foundations, one is Public Offering of Fund and the other is non-Public Offering of Fund. Literally, it can be seen that public offerings can raise funds publicly, and non-public offerings cannot raise funds publicly. If the name, business scope and articles of association of a foundation are fundamentally changed, and there is basically no connection before and after the change, it cannot be regarded as a change registration, and the foundation should be cancelled and a new foundation should be applied for.
