For example, the Ministry of Education's "Outstanding Talents Support Plan for the New Century" and two subordinate universities in Hunan Province-Central South University and Hunan University, all have indicators above 20, while all other universities in Hunan Province add up to only 12. These provincial universities have made positive contributions to the development of local economy, but the inclination of policies to subordinate universities and research institutes has aggravated the difficulty of selecting topics for local universities. Local colleges and universities should start with general projects.
