The Central Forestry Work Conference made a major breakthrough in optimizing the policy environment for forestry reform and development, and proposed to establish and improve the forestry support and protection system, forestry financial support system, forest harvesting management system, collective forest right transfer system and forestry socialized service system, and provide policies and measures to support forestry reform and development from the aspects of finance, finance, management and service.

In terms of forestry investment guarantee, governments at all levels are required to include the administrative funds of forestry departments in the fiscal budget, the infrastructure construction such as forest fire prevention, pest control and forestry administrative law enforcement system into the capital construction plans of governments at all levels, the infrastructure construction such as forest roads, water supply, power supply and communication into the development plans of related industries, and continue to increase investment in key ecological projects.

In the aspect of ecological benefit compensation, governments at all levels are required to establish and improve the forest ecological benefit compensation fund system as soon as possible. From 20 10, the central financial compensation standard for state-level public welfare forests belonging to collective forests will be raised from 5 yuan per mu to 10 yuan every year. The compensation standard will be gradually improved with the increase of financial resources, and the local finance will also increase the compensation according to the actual situation.

In terms of forestry subsidies, we will establish a subsidy system for afforestation, tending, protection and management, and start a pilot project of subsidies for afforestation seedlings and forest tending in 2009, and gradually expand the scope of the pilot project. According to the newly revised Management Measures for the Collection and Use of Afforestation Funds, the collection standard of Afforestation Funds will be reduced from 20% of the sales revenue of forest products to below 1 0% from July, 2009. After the reduction of the afforestation fund, the administrative funds of the forestry department shall be allocated by the finance at the same level through the departmental budget.

In terms of tax and fee support, the state continues to implement the policy of collecting and returning the value-added tax to the comprehensive utilization products produced and processed in forest areas with "three wastes" (logging, timber making and processing residues) and sub-small firewood (sub-processed timber, small-diameter timber and firewood) as raw materials.
