"Social Insurance Fund Management Center" implements dual management of the city and town, with the Social Security Bureau as the main management, and the party affairs work is managed by the town (street) party committee.
2. Functions and job responsibilities 1. The main functions of the Municipal Social Security Bureau (1) Implement national, provincial and municipal guidelines, policies, laws and regulations on social insurance and rural (resident) pension and medical insurance.
(2) Formulate work plans and annual plans for the city’s basic pension, basic medical care, work-related injury, unemployment, maternity insurance, and basic pension and medical insurance for farmers (residents), and organize their implementation, supervision and inspection.
(3) Formulate payment, management, and operation policies for the city’s social insurance funds and rural (resident) pension and medical insurance funds, and provide review opinions on the fund budget and final accounts; implement administrative supervision over fund management; formulate social insurance handling agencies
Management rules, qualification standards for fund operating institutions, and social insurance service system construction planning and organization implementation.
(4) Receive letters and calls; undertake, transfer, supervise and coordinate the handling of letters and calls; guide and inspect the letter-call work of the city's social insurance agencies, review the letters and calls handled by the city's social insurance agencies; publicize social insurance policies and regulations to petitioners

(5) Organize scientific and technological research, promotion and application of results, publicity and education in the fields of social insurance, rural (resident) pension and medical insurance.
(6) Promote the principles and policies of demanagement and conduct research; supervise and inspect the social management services of towns (streets) and communities.
(7) Entrusted by the Municipal Supervision Bureau and the Party Committee of the Bureau, lead, organize, and coordinate the administrative supervision work of the Bureau; supervise and inspect the Bureau's implementation of national guidelines, policies, laws, and social security policies and regulations; investigate and deal with violations of national laws by supervision objects
, laws, regulations, policies and political disciplines; accept reports, accusations and complaints from supervisory objects who refuse to accept disciplinary sanctions; protect supervision objects in exercising their powers in accordance with the law; other administrative supervision duties entrusted by the Municipal Supervision Bureau and the Party Committee of the Bureau.
(8) Organize and guide the implementation of various businesses by the Municipal Social Insurance Fund Management Center and various dispatched offices.
(9) Undertake other matters assigned by the Municipal People's Government and the Provincial Department of Labor and Social Security.
2. The main tasks of the Municipal Social Insurance Fund Management Center (1) Implement national, provincial and municipal guidelines, policies, laws and regulations related to social insurance (including rural residents’ social insurance, the same below).
(2) Handle the establishment, change and termination of social insurance relationships, and issue various social insurance benefits.
(3) Responsible for the collection, statistics, analysis and management of various social insurance data and information in the city, and regularly publish statistical information and social insurance development forecast reports; responsible for the management of various social insurance payment records, files and personal accounts of municipal units
information materials.
(4) Compile the annual, quarterly and monthly financial reports of various social insurance funds in the city; guide the township social insurance agencies to implement the social insurance fund financial accounting system and social insurance fund audit work.
(5) Be entrusted by the Municipal Social Security Bureau to formulate specific measures for the coordination and adjustment of social insurance funds; guide the township social insurance agencies to manage, store and allocate social insurance funds.
(6) Guide the social insurance social management work of the township social insurance agency and the social service work of retired personnel.
(7) In accordance with the unified regulations of superiors, be responsible for the qualifications, employment standards, business training plans, assessment standards and internal self-discipline of the staff of social insurance agencies.
