Notice on the implementation plan of photovoltaic power generation construction

Development and Reform Commissions of provinces (autonomous regions and municipalities directly under the Central Government), Development and Reform Commission of Xinjiang Production and Construction Corps, agencies, State Grid Corporation, China Southern Power Grid Corporation, Inner Mongolia Electric Power Company, Shaanxi Local Electric Power Company, Hydropower Planning Institute and Electric Power Planning Institute:

According to the relevant regulations on the construction and management of photovoltaic power generation projects, taking into account the national photovoltaic power generation development plan, the construction situation of various regions in 20 14, the power market situation and various opinions, our bureau has organized and compiled the implementation plan for photovoltaic power generation construction in 20 15. The relevant contents and requirements are hereby notified as follows:

1. In order to steadily expand the application market of photovoltaic power generation, in 20 15 years, the construction scale of new photovoltaic power plants in China will be17.8 million kilowatts. The total scale of centralized photovoltaic power station and distributed photovoltaic power station projects planned to be newly started in 20 15 years in each region shall not exceed the construction scale of new photovoltaic power stations issued, and the projects within the scale meet the subsidy conditions of the national renewable energy fund. Roof distributed photovoltaic power generation projects and all spontaneous and self-returning ground distributed photovoltaic power generation projects have unlimited construction scale. The competent energy authorities in various regions shall accept the project filing at any time, and the power grid enterprises shall go through the formalities of grid connection in time, and the project will be included in the scope of subsidies after completion. Photovoltaic poverty alleviation pilot provinces (Hebei, Shanxi, Anhui, Ningxia, Qinghai, Gansu) have arranged the construction of super-large photovoltaic power stations for photovoltaic poverty alleviation pilot counties.

Two, all regions should improve the planning of photovoltaic power generation projects, and reasonably determine the construction layout. Encourage the rational allocation of ecological management, facility agriculture, fishery breeding, poverty alleviation and development projects. Priority will be given to projects with good power grid access and market consumption conditions and recent start-up conditions. Encourage the allocation of project resources through competitive means, select enterprises with strong technical and economic strength to participate in project construction, promote the reduction of on-grid tariff of photovoltaic power generation, and moderately increase the construction scale indicators for areas and projects with reduced tariff. Give priority to meeting the needs of construction scale indicators of demonstration areas such as new energy demonstration cities, green energy demonstration counties and distributed photovoltaic power generation demonstration areas. After the completion of the photovoltaic power generation project within the assigned scale, the demonstration area may apply to the National Energy Administration for additional construction scale indicators. Enterprises that standardize the market development order according to the requirements of relevant documents and obviously lack the corresponding capital, technology and management capabilities shall not allocate photovoltaic power station projects that are incompatible with their capabilities. In areas with severe light abandonment and power limitation, the phenomenon of light abandonment and power limitation should be avoided in the project layout.

The third is to encourage all regions to give priority to the construction of distributed photovoltaic power station projects with voltage levels of 35 kV and below (66 kV and below in Northeast China), with a single project capacity of no more than 20,000 kilowatts, and the power generated is mainly absorbed in the grid-connected substation areas. Power grid enterprises should handle the power grid access procedures of distributed photovoltaic power station projects according to simplified procedures. The construction scale of centralized photovoltaic power station project should match the supporting power transmission and transformation project. The construction scale of a single centralized photovoltaic power station is not less than 30,000 kilowatts in principle, and it can be planned and constructed in stages at one time.

Four, the provincial energy authorities according to the list of projects determined by the issued new construction scale, together with the photovoltaic power station projects under construction carried over from previous years, jointly form the local photovoltaic power generation construction implementation plan for 20 15, and submit it to our bureau before the end of April 20 15, and send a copy to the agencies of the National Energy Administration, relevant provincial power grid enterprises and the national renewable energy information management center. The contents submitted include the project name, project owner, construction scale and forecast. Without the consent of the filing authority, the investment subject and construction content of the planned project shall not be changed without authorization before it is put into production. The annual scale index not arranged before the end of 20 14 is invalid. All regions should supervise and urge the registered projects that meet the scale management, and clean up the projects that do not have the construction conditions in time.

Five, power grid enterprises at all levels should cooperate with the local energy authorities to determine the annual construction implementation plan. For photovoltaic power generation projects included in the implementation plan, in line with the principle of simplifying the process and improving efficiency, in accordance with relevant regulations and time limits, timely issue project connection opinions and carry out supporting delivery of project construction, connect the construction progress of photovoltaic power stations and supporting power grids on a monthly basis, and submit relevant materials to ensure timely grid-connected operation after the project is completed.

Six, establish a dynamic management mechanism of monthly monitoring, quarterly adjustment and annual assessment. Project filing organs at all levels and power grid enterprises should fill in the information through the national renewable energy information management system in accordance with the requirements of the Notice of the Comprehensive Department of the National Energy Administration on Strengthening the Statistics and Submission of Photovoltaic Power Generation Project Information (Guo Neng Comprehensive New Energy [2065438+04] No.389), and the relevant information will be used as the basic basis for adjusting and determining the construction scale and forming the subsidy catalogue. Before the end of April, for areas that have not implemented the new construction scale into specific projects, their scale indicators will be adjusted to the implemented areas as appropriate. Before the end of July, after comprehensive balance, the scale index will be appropriately increased in areas with rapid construction progress. Before the end of 10, check the completion of the annual plan. If the grid-connected scale does not reach 50% of the new construction scale, the scale index for the next year will be reduced. In the fourth quarter, the implementation plan of photovoltaic power generation construction for the next year will be compiled.

Seven, the provincial energy authorities should publish the information of photovoltaic power generation projects in this province on a quarterly basis, including construction, grid connection and operation, in order to guide the construction of photovoltaic power generation in various regions. The agencies of the Energy Bureau should track and understand the implementation of annual plans in various places in a timely manner through the information management platform, and supervise the construction and operation of photovoltaic power generation projects and the services of power grid enterprises in all aspects such as power grid access, full guaranteed purchase, electricity bill settlement and renewable energy subsidies. The national centralized management unit of solar power generation technology is responsible for the operation and maintenance of the information management platform, making full use of the information management platform and other information means to strengthen the monitoring and information statistics of photovoltaic power generation project construction and operation.
