Notice of the people's Government of Heilongjiang Province on printing and distributing the detailed rules for the collection, use and management of water conservancy construction funds in Heilongjiang Province Article 1 In order to speed up the pace of water conservancy construction in our province, especially the construction of key water conservancy facilities and river flood control system, ease the contradiction between supply and demand of water resources, enhance the ability to resist disasters, and ensure the healthy development of the province's economy and society, these detailed rules are formulated in accordance with the spirit of the Notice of the State Council on Printing and Distributing the Interim Measures for the Administration of Raising and Using Water Conservancy Construction Funds (Guo Fa [1997] No.7). Article 2 Water conservancy construction funds are special funds for water conservancy construction, and all provinces, cities and counties should establish water conservancy construction funds. Mainly includes:

(a) the provincial water conservancy construction fund fixed income.

3% is extracted from the vehicle tolls collected by the Provincial Highway Administration and the electric power construction fund (divided into local parts) collected by the Provincial Electric Power Bureau.

(two) the fixed income of city and county water conservancy construction funds.

1. Extract 3% from vehicle tolls collected by cities and counties, driver training fees collected by transportation and public security departments, and municipal facilities supporting fees collected by construction (urban construction) departments;

2. Extract 15% from the urban maintenance and construction tax levied by cities and counties with key flood control tasks.

Cities and counties with key flood control tasks include Harbin, Qiqihar, Jiamusi, Mudanjiang, Heihe, Yichun, Jixi, Fujin, Ning 'an, shangzhi city, tieli city, Muling, Tongjiang and Dongning, as well as key flood control counties and towns determined by the administrative office and the municipal government.

(three) the water conservancy construction fund income enjoyed by provinces, cities and counties.

From the highway transportation management fees charged by the transportation department, the market management fees charged by the industrial and commercial department, the individual industrial and commercial management fees, and the land acquisition management fees charged by the land department, the provinces, cities and counties each extract 3% of the amount. Article 3 The raising and management of water conservancy construction funds at different levels shall be coordinated with other water conservancy investment funds.

(a) the provincial water conservancy construction fund is mainly used for cross-basin and inter-provincial major water conservancy construction projects jointly borne by the central and local governments and the governance of key protection projects of transnational rivers and border rivers in China; Construction and maintenance of key projects in major rivers, maintenance of flood control and flood fighting facilities, and repair of damaged projects; Construction and reinforcement of provincial key water conservancy projects; National and provincial key soil erosion prevention and control projects; Pre-work expenses of water conservancy construction; Construction of flood control communication and hydrological facilities; Other water conservancy projects approved by the provincial government (key water conservancy projects across river basins and regions are shared by provinces, cities and counties).

(two) city and county water conservancy construction funds, earmarked for the central, provincial and municipal water conservancy construction projects; Management of small and medium-sized rivers and lakes; Construction and reinforcement of key water conservancy projects in cities and counties; Construction of key projects for soil erosion prevention and control; Construction of flood control facilities in key cities for flood control; Maintenance of water conservancy projects; Pre-work expenses of water conservancy construction; Construction of flood control facilities; Other water conservancy projects approved by the administrative office, city and county governments. Fourth water conservancy construction funds are government funds, which are included in the financial budget management of provinces, cities and counties, and are earmarked. At the beginning of each year, the water conservancy departments at all levels submit the annual capital budget to the financial departments at all levels according to the water conservancy construction plan, and allocate funds after being audited by the financial departments at the same level. Among them, the water conservancy construction fund existing in the capital construction of water conservancy projects should be included in the local capital construction investment plan, and the water conservancy departments at all levels put forward the plan for the use of project funds, which will be allocated according to the income of the water conservancy construction fund after being audited by the financial department at the same level. The water conservancy construction fund is earmarked, and the year-end balance can be carried forward to the next year. Fifth financial departments at all levels should establish and improve the revenue and expenditure accounting and daily management system of water conservancy construction funds; Planning departments at all levels should strictly review water conservancy capital construction projects. Water conservancy departments at all levels should prepare the final accounts of water conservancy construction funds at the end of the year. If it belongs to the capital construction expenditure, it should also prepare the financial final accounts of capital construction according to the regulations and report them to the finance department at the same level for approval. Article 6 No department or unit may raise the collection standard and expand the scope of use of water conservancy construction funds without authorization, and may not intercept, occupy or misappropriate water conservancy construction funds. Finance, planning and auditing departments at all levels should strengthen the supervision and inspection of water conservancy construction funds, find problems and deal with them severely according to relevant regulations. Article 7 The Provincial Land Reclamation Bureau may establish the water conservancy construction fund of this system according to the detailed rules for implementation, and report it to the Provincial Department of Finance, the Provincial Planning Commission and the Provincial Water Resources Department for the record. Article 8 The Provincial Department of Finance may, according to the detailed rules for implementation and the relevant provisions of the Ministry of Finance, formulate measures for the budget and financial management of water conservancy construction funds in our province. Ninth the detailed rules for the implementation shall be interpreted by the Provincial Department of Finance in conjunction with the Provincial Planning Commission and the Provincial Water Resources Department. Article 10 These Detailed Rules shall come into force on the date of 10, 0998+65438+65438, and shall be terminated on the date of 010/February.
