It is the responsibility of local governments to grant temporary price subsidies to low-income groups in urban and rural areas. The funds come from the price adjustment fund established by local governments and have nothing to do with the central government.
Since the beginning of this year, the prices of japonica rice, corn and other grain varieties, agricultural and sideline products such as garlic, vegetables and mung beans, and Chinese herbal medicines such as Panax notoginseng have increased greatly, which is closely related to adverse weather such as drought in southwest China and continuous low temperature in central and eastern regions, as well as the fabrication and dissemination of false information, malicious hoarding and price gouging by a few operators. All localities actively use financial subsidies and price adjustment funds to support the construction of large-scale production bases, subsidize production and circulation links, and reduce costs.
According to the introduction of the price department, the price adjustment fund used to support the non-staple food production in Hunan Province has accounted for 40% of the current fund use, and the provincial level and Changsha City have successively invested160,000 yuan to support the construction of the Mawangdui vegetable wholesale market in Changsha; Shaoyang invested 9.8 million yuan to build the largest vegetable base in Baimatian. Jilin, Shanxi and other provinces have also given great financial support to vegetable production and circulation.
In order to help low-income groups cope with the pressure brought by the rising prices of agricultural and sideline products, some localities have actively promoted the establishment of a dynamic adjustment mechanism that adapts the minimum living allowance, minimum wage and basic pension to the price level to ensure the basic living needs of low-income groups. At present, seven provinces including Shandong, Jiangsu and Zhejiang have established relevant linkage mechanisms. Last year, Shandong province adjusted the minimum living standard according to price changes. The National Conference of Price Directors held on the 22nd proposed to improve the price control ability, carefully study and improve the price control measures for grain, pork, sugar and cotton, and actively take measures such as information guidance, supporting production, linking production and marketing, reserve treatment, organizing transportation, promoting circulation and necessary temporary price-intervention to effectively guarantee supply and stabilize prices. Since 1980s, China has started to establish and improve the price control system, and initially established and improved the overall price level monitoring and control system, some important commodity reserve systems and price adjustment fund systems. In 2006, Shanxi Province used the price adjustment fund of 23 million yuan to subsidize the reserve expenses of important commodities such as disaster relief fertilizer, pig and sugar, which effectively stabilized the commodity prices in a special period.

In order to alleviate the pressure of rising prices on the basic life of the needy people and ensure that they have a happy and peaceful Mid-Autumn Festival and National Day, the Municipal Price Bureau proposed to the municipal government to use the price adjustment fund to implement a one-time temporary price subsidy for the low-income groups in Beihu and Suxian districts where the central city is located. With the consent of the municipal government, the price department has been connected with the municipal finance and civil affairs departments on the allocation of subsidy funds. In the near future, subsidy funds will be distributed to low-income households. According to statistics, there are 37,525 low-income people in Beihu and Suxian districts where the central city is located.
