The term "new wall materials" as mentioned in these Regulations refers to building materials products that conform to the national industrial policy and provincial industrial orientation and are produced with non-clay as the main raw material, which is conducive to saving land and comprehensive utilization of resources, environmental protection and improving building functions. Article 3 The development of new wall materials shall follow the principles of technological innovation, comprehensive utilization of resources, energy conservation and environmental protection and local conditions. Article 4 Local people's governments at or above the county level shall strengthen their leadership in the development of new wall materials, incorporate them into the national economic and social development plan, formulate development goals and measures, and promote the development of new wall materials.

The Township People's Government shall assist relevant departments in implementing relevant measures for developing new wall materials. Fifth local people's governments at or above the county level shall be responsible for the development of new wall materials within their respective administrative areas. Article 10 Encourage the development and production of new wall materials by using non-toxic and harmless solid wastes such as coal gangue, fly ash, construction dregs and river silt, and encourage the priority development of self-insulation wall materials, so as to gradually realize resource recycling, clean production and building energy conservation. Article 11 Research and development of new wall materials, investment in the construction of new wall materials production projects, technical transformation of new wall materials production projects, and conversion of clay solid bricks and clay hollow bricks into new wall materials, enjoy special fund subsidies for new wall materials in accordance with national and provincial regulations.

If the production and application projects of new wall materials meet the requirements of circular economy or building energy conservation, in addition to enjoying subsidies in accordance with the provisions of the preceding paragraph, they can also enjoy special guidance funds for energy conservation and emission reduction in accordance with the provisions.
