(A) improve the macro-control system

1. Improve laws and regulations. Further improve the legal and regulatory system with coal law as the main body. Improve the coal access management system, and strictly control the access to coal geological exploration, coal mines and coal operations. Implement the "Several Opinions" and formulate and improve supporting industrial policies, systems and standards.

2. Improve economic policies. Conscientiously implement the central government's fixed value-added tax refund and income tax refund policies for state-owned key coal mines. Accelerate the reform of coal tax and fee system and reduce the tax burden of coal mining enterprises to a reasonable level. Improve the coal cost accounting system, including resources, environment, safety, labor, transformation, development and other costs into production costs. Promote the integration of thermal coal prices with market prices.

3. Strengthen industry management. Strengthen the construction of management institutions in the coal industry, scientifically define functions, enrich and strengthen the coal management force, improve the management system, optimize the policy environment, and strengthen the management of the whole process of coal production and operation. 4. Strengthen planning and regulation. Strengthen the role of coal industry development planning, large coal base construction planning and overall planning of mining areas, standardize the order of coal exploration and development, strengthen the management of coal capital construction, standardize the layout and construction scale of coal production and development, and prevent coal overcapacity. 5. Expand opening up. Encourage foreign-funded enterprises to carry out various forms of technical and economic cooperation with domestic enterprises in the fields of localization of major coal mine equipment, coal disaster prevention, resource conservation, environmental protection, coal bed methane development and coal gasification and liquefaction. Control coal exports at a reasonable level and increase coal imports in the southeast coastal areas. Support qualified coal enterprises to develop coal overseas.

(2) Promote the construction of large coal bases and the integration of coal enterprises.

1. Strengthen resource exploration. The Central Geological Exploration Fund (working capital) gives priority to ensuring the needs of coal resources exploration, and is mainly used for the general survey and necessary detailed investigation of mining areas planned by the state, mining areas of great value to the national economy, and mining areas with special and scarce coal types. Improve the exploration quality and improve the reserve evaluation system.

2. Build a large coal base. In large coal bases, large coal mines are mainly built, giving priority to the construction of super-large open-pit coal mines and safe and efficient modern mines, and strictly controlling the construction of small coal mines. The state gives appropriate subsidies from national debt, focusing on supporting large coal enterprises to merge and integrate small and medium-sized coal mines.

3. Build a large coal group. Formulate practical policies, encourage joint reorganization of coal enterprises, and guide the formation of large-scale backbone enterprises with a capacity of 1 100 million tons and 50 million tons. Encourage advantageous coal enterprises to implement joint operation of coal and electricity or integrated operation of coal, electricity and transportation.

4. Promote the integration of small coal mines. Coal-producing areas should formulate the integration planning and control objectives of small coal mines in light of the actual situation, and continue to close coal mines with unreasonable layout, no safe production conditions and destruction of resources and environment by using economic, legal and necessary administrative means according to law.

(C) to promote the coordinated development of coal and related industries

1. Strengthen the construction of coal transportation corridors. Focus on strengthening the construction of Shanxi-Shaanxi-Ningxia-Guizhou coal railway transportation corridor and the northern coal port, and rationally arrange the railway branch lines and roads in the mining area. Accelerate the reform of the railway system, attract all kinds of social funds, especially the investment of superior coal enterprises, and participate in the construction of coal transportation channels.

2. Encourage the development of pithead power plants and low calorific value fuel power plants. Do a good job in the connection with power planning, and rationally plan a number of large pithead power plants. Under the condition of water resources permitting, increase the scale of electric power construction in Shanxi, Shaanxi, Mongolia, Ningxia, Guizhou and Anhui. The construction of low calorific value fuel power plant is included in the national power supply construction plan and given priority for examination and approval.

3. Vigorously develop coal gangue building materials. Incorporate the production of building materials from coal gangue and fly ash into the national building materials development plan, improve the fiscal and taxation preferential policies for the production and use of coal gangue wall materials, guide the rapid development of coal gangue wall materials, and promote energy resource conservation and land resource protection.

(four) give priority to the development of coal science and technology education.

1. Strengthen scientific and technological research. The state lists special projects to support the basic research of science and technology in the coal industry and the research and development of key technologies and processes. Encourage enterprises and scientific research institutes to strengthen cooperation, carry out technological innovation, establish a coordination mechanism for the introduction, digestion and absorption of major technical equipment in coal mines, and accelerate localization.

2. Improve the quality of employees. The state formulates staffing standards and training standards for special types of work in coal mines. Colleges and universities should expand the number of students and improve the teaching quality by reducing tuition fees, setting up scholarships for coal majors and enrolling students jointly by schools and enterprises. Enterprises can improve the quality of coal mine workers as soon as possible by strengthening the construction of vocational and technical schools, changing the employment system and improving the treatment of technicians.

(5) Strengthen the comprehensive management of coal mine safety.

1. Improve the legal system of production safety. We will promptly improve the laws and regulations on production safety and increase the criminal punishment for those responsible for serious accidents. Strengthen safety law enforcement, coordinate joint law enforcement, improve law enforcement ability, law enforcement level and law enforcement authority, and ensure that violations are prosecuted and prohibited.

2. Improve and implement the responsibility system for production safety. Strengthen the responsibility system for the chief executive and the legal representative of enterprises, establish a safety production assessment system for coal-producing areas and coal mining enterprises, and take the million-ton mortality rate, safety staffing and safety training as the important contents of assessing leading cadres. Earnestly implement the risk of mortgage system of economic compensation for casualty accidents and safety in production.

3. Continue to increase investment in production safety. Adhere to the principle of corporate responsibility and government support. Enterprises should make full use of safety production expenses and speed up safety technological transformation. The state continues to allocate funds from treasury bonds, focusing on supporting the safety transformation of coal mines with special difficulties, comprehensive gas control and scientific and technological research pilots, and the construction of emergency rescue systems.

4. Strengthen the supervision of production safety. Further straighten out the relationship between comprehensive supervision and industry supervision, national supervision and local supervision, government supervision and enterprise management, clarify responsibilities and strengthen coordination. Do a good job in key supervision, special supervision and regular supervision. Strengthen the accountability system for accidents and seriously investigate the responsibilities of relevant personnel.
