Collect basic information of the enterprise: Understand the needs of the enterprise, collect basic information such as the enterprise's human resources management, salary and welfare system, and financial status, and prepare the design of the enterprise annuity plan. The central enterprise group company should first obtain the consent of the State-owned Assets Supervision and Administration Commission before starting
Establish an annuity plan.
2. Design the enterprise annuity plan: With reference to the relevant regulations on the design of enterprise annuity plans, the internal working group of the enterprise designs the enterprise annuity plan with the assistance of professional institutions.
3. Collective consultation within the enterprise: The enterprise annuity plan is first submitted to the enterprise management and employee representatives for collective consultation and determination. The draft enterprise annuity plan for state-owned and state-controlled enterprises still needs to be submitted to the employee representative conference for discussion and approval.
4. Enterprise annuity plan filing: Enterprise annuity plans and related materials should be filed with the local human resources and social security department. Centrally-owned enterprises must first submit to the State-owned Assets Supervision and Administration Commission for review and approval before filing with the Ministry of Human Resources and Social Security.
5. Sign an enterprise annuity fund trustee management contract: If an enterprise chooses the annuity board trustee model, it needs to establish a board of directors and clarify working regulations and procedures.
If an enterprise chooses the legal person trustee model, it needs to select a qualified financial institution as the trustee. The enterprise annuity trustee should sign an enterprise annuity fund trustee management contract with the enterprise.
6. Select an enterprise annuity management institution: The trustee selects the account manager, custodian, and investment manager, and signs an entrustment management contract accordingly.
7. Enterprise annuity management contract filing: The enterprise and the trustee shall submit the entrustment management contract and the entrustment management contract signed by the trustee and the account manager, custodian, and investment manager to the human resources and social security department for filing.
8. Enterprise annuity officially operates: Enterprises and employees make their first payment according to the payment plan, the enterprise annuity fund officially begins operation, and relevant participating institutions begin the operation and management of enterprise annuity funds.
