These Regulations shall not apply to citizens' acts of performing their statutory duties or contractual obligations. Article 3 These Regulations shall apply to the reward and protection of courageous citizens within the administrative area of this Municipality.
Non-citizens and foreigners who are courageous within the administrative area of this Municipality, or citizens who are courageous outside the administrative area of this Municipality, shall be rewarded and protected with reference to the provisions of these Regulations. Article 4 These Regulations shall be organized and implemented by the municipal, district and county people's governments, and the public security organs at the same level shall be responsible for the specific daily work.
Labor and social security, finance, personnel, civil affairs, health, judicial administration, education and other departments, as well as trade unions, the Communist Youth League, women's federations and disabled persons' federations, shall, according to their respective functions and duties, do a good job in rewarding and protecting courageous people.
State organs, social organizations, enterprises and institutions shall reward and protect courageous people.
Radio, television, newspapers and other news publishing units and cultural departments should actively publicize the advanced deeds of courageous people. Article 5 The principle of combining moral reward, material reward and legal protection shall be implemented for those who are courageous. Sixth cities, districts and counties set up a courageous reward and protection fund, and set up a courageous fund management institution according to law. The courageous reward and protection fund shall be raised, used and managed according to law.
People's governments at all levels shall encourage domestic and foreign enterprises, institutions, social organizations and individuals to donate funds for rewarding and protecting the courageous. Chapter II Determination of Courageous Acts Article 7 Any of the following acts shall be recognized as courageous acts:
(1) Fighting against illegal and criminal acts that endanger national security, public safety or disrupt social order;
(2) Fighting against illegal and criminal acts that infringe upon the state or collective property or the personal and property safety of others;
(three) emergency rescue, disaster relief, saving people, protecting the state and collective property or the personal and property safety of others. Eighth courageous acts by the district and county public security organs to investigate and collect evidence, and put forward suggestions; The fund management institution at the same level shall organize the evaluation and confirmation. Article 9 State organs, social organizations, enterprises and institutions, village (neighborhood) committees and citizens shall, after carrying out the act of doing good deeds, promptly apply to the fund management institution for confirmation of the act of doing good deeds. The application for confirmation is valid for one year.
The fund management institution shall, within three days after receiving the written application to confirm the courageous behavior, submit it to the district and county public security organs for investigation and evidence collection.
The investigation and evidence collection work of the public security organ shall be completed within thirty days, and the relevant materials shall be handed over to the fund management institution. Article 10 The fund management institution shall, within 20 days from the date of receiving the relevant investigation certificates and materials transferred by the public security organs, notify the applicant of the confirmation results. Within seven days after receiving the written notice of the confirmation result, if the applicant disagrees with the confirmation result, he may apply to the municipal fund management institution for reconfirmation. The municipal fund management institution shall notify the applicant of the confirmation result within 60 days from the date of receiving the application for reconfirmation.
All units and citizens should actively cooperate with the investigation and evidence collection work of public security organs. Chapter III Rewarding Courageous Persons Article 11 According to the deeds and contributions of courageous persons, the following awards are given:
(a) awarded the honorary title;
(2) issuing bonuses;
(3) Other awards.
The above rewards can be applied separately or in combination. Twelfth honorary titles are divided into "model" and "advanced individual". The conditions and measures for awarding honorary titles shall be formulated by the Municipal People's Government.
"Courageous model" by the Municipal People's government approved the award; "Courageous and advanced individual" is approved and rewarded by the municipal or district/county people's government.
Those who belong to the courageous group shall be awarded the honorary title with the approval of the municipal, district and county people's governments. Thirteenth people who have won the title of "model worker" enjoy the treatment of municipal model workers. Fourteenth state organs, social organizations, enterprises and institutions can give bonuses or other rewards to those who are courageous. Fifteenth reward courageous people generally in public, and the rewarded person requests confidentiality or the relevant departments think it should be kept confidential, but it may not be done in public. Chapter IV Protection of Courageous Persons Article 16 Any unit or individual shall give timely help and protection to courageous persons; Those who are injured because of being courageous should be escorted to medical institutions in time. Article 17 Medical institutions and their medical personnel shall take first-aid measures for those who are injured because of their courageous acts, and may not refuse first aid.
If blood is needed in clinic due to injury caused by courageous acts of kindness, blood mutual aid fund is exempted.
Emergency medical expenses shall be paid in accordance with the provisions of Articles 19 and 20 of these Regulations.
