It is not possible to apply for a real estate certificate without paying the housing maintenance fund. Before applying for a real estate certificate for the house, the owner must issue a payment voucher for the maintenance fund to the relevant department.

If the owner has not paid the maintenance fund and cannot provide relevant certificates, the relevant departments will generally not issue a real estate certificate.

If the first phase of special housing maintenance funds is not deposited, the development and construction unit or the public housing sales unit shall not deliver the house to the buyer.
