Application procedures for establishing nature reserves:
(a) the establishment of national nature reserves, by the provincial professional administrative departments to apply, the provincial environmental protection department in conjunction with the relevant departments to make recommendations, by the provincial people's government reported to the State Council for approval and promulgation.

Thirteenth nature reserves administrative departments and management agencies shall implement the national and provincial laws and regulations on nature protection.
The environmental protection department shall co-ordinate the zoning and planning of nature reserves and formulate the management system and standards of nature reserves; Put forward suggestions or review opinions on the establishment of nature reserves. With the approval of the people's government at the same level, some comprehensive or special nature reserves can be directly managed, and major events that destroy and occupy nature reserves can be investigated and dealt with.
Professional administrative departments are responsible for the division, planning, construction and management of professional nature reserves, establish nature reserve management institutions, formulate protection and management measures, and organize the investigation and punishment of incidents of destruction and occupation of professional nature reserves.
Nature reserve management agencies are responsible for protecting the natural environment and natural resources of nature reserves, regularly observing and registering all kinds of resources, and establishing resource files; Carry out publicity and education and take measures to prevent and stop the destruction of nature reserves. Fourteenth nature reserves required funds included in the annual budget plan of the people's government at the same level. Fifteenth residents in nature reserves should abide by the relevant provisions of nature reserves, can engage in production and life activities in designated areas that do not interfere with nature protection, and assist the management agencies to do a good job in nature protection.
