Combat desertification and mitigate the effects of drought in countries experiencing serious drought and/or desertification, especially in Africa, so as to help the affected countries and regions achieve sustainable development.

Executive Secretary H.E.Hailia ArbaDiallo, former Foreign Minister of Burkina Faso, was an official of the United Nations Development Programme, ambassador to China and head of the delegation to the United Nations, and was in charge of the transitional secretariat of the United Nations Convention to Combat Desertification after the 1992 Rio Conference.

(1) Conference of the Parties to the Convention: the highest decision-making body of the Convention.
(2) Committee on Science and Technology: providing scientific and technical advice and information to the Conference of the Parties.
(3) Implementation Review Committee: 200 1 The Fifth Conference of the Parties to the Convention decided to establish it, which is responsible for reviewing and urging the States parties to implement the Convention.
(4) As the executive body of the Conference of the Parties, the Permanent Secretariat of the Convention is responsible for arranging meetings, preparing meeting documents and coordinating the relationship between institutions inside and outside the Convention.
From 1997 to 200 1 year, the Conference of the Parties to the Convention is held every year. Since 2002, the Conference of the Parties has been held every two years. The Committee for Review of the Implementation of the Convention meets once a year.
The main topics of this meeting include: consideration of the report of the first meeting of the Committee for the Review of Implementation (CRIC) and the recommendations of the Committee on Science and Technology; Consideration of the budget for the biennium 2004-2005; Discuss the outcomes of the World Summit on Sustainable Development related to the Convention, etc.
A delegation from China led by Zhu Lieke, deputy director of the State Forestry Administration, attended the meeting. At the high-level meeting, Zhu Lieke, head of the China delegation, introduced the measures and achievements of China in combating desertification, and said that it would further strengthen international cooperation. China recognizes the work of the Implementation Review Committee and urges developed countries to fulfill their obligations in good faith; It was also requested to coordinate the work of the existing financial mechanism of the Convention-the Global Mechanism and the Global Environment Facility. With regard to the budget, China advocates that the COP should make a decision on issues such as funds as soon as possible to strengthen the role of the Regional Coordination Office (RCU). China supports effective measures to implement the outcomes of the World Summit on Sustainable Development related to the Convention.
The third meeting of the Implementation Review Committee was held in Bonn, Germany from 2 to 6 May 2005.
China signed the Convention on June 65438, 2004 and deposited its instrument of ratification on February 65438, 2007. The Convention entered into force for China on 9 May 1997/KLOC-0.
