The housing maintenance fund is collected by the property company, and used for projects such as the renovation of the parts of the property and public facilities and equipment, and is not the necessary information for handling the real estate license. You can also apply for real estate license without paying the housing maintenance fund;
3. According to the Measures for the Administration of Residential Special Maintenance Funds issued by the Ministry of Construction and the Ministry of Finance, public maintenance funds are paid by all owners and owned by all owners.
4. Under normal circumstances, it is managed by the real estate administrative department. After the establishment of the owners' committee, the public maintenance fund will be handed over to the industry committee, which will exercise the management right.
The process of handling the real estate license is:
(1) Within one month after the real estate transaction, both the buyer and the seller shall go to the real estate exchange to register the transfer of ownership with the documents such as the house purchase and sale contract. You need to bring your ID card, household registration book, commercial housing sales contract and other documents when you register.
(2) After receiving the transfer notice from the Exchange, the buyer and the seller should bring their ID cards, household registration books, seals, etc. After paying the handling fee, deed tax and stamp duty, you can go through the transfer formalities. The exchange will issue a real estate sales contract to the buyer. In principle, the real estate license must be handled jointly by the buyer and the seller. If the buyer and the seller or one of them cannot handle the formalities of ownership transfer and property right registration for any reason, they may issue a power of attorney to entrust an agent to handle it on their behalf.
(3) After completing the transfer formalities, the buyer shall show the house in the city or district (county) where the house is located with the sales contract issued by the real estate exchange within three months.

Article 7 The owners of commercial residential and non-residential houses shall deposit special maintenance funds for houses according to the construction area of their own properties, and the amount of the first special maintenance funds for houses deposited per square meter of construction area shall be 5% to 8% of the construction and installation cost of local houses per square meter.
