Article 1 These Measures are formulated for the purpose of implementing the Interim Measures for the Administration of Wage Funds issued by the State Council 1985 on September 24th, and the Notice of the State Council on Further Strengthening the Administration of Wage Funds (Guo Fa [1989] No.31), and effectively strengthening the total wage control and wage fund management of state organs and institutions. Article 2 The wage fund is a special fund used for various wage expenses of employees. The purpose of wage fund management is to implement the total wage plan and ensure the reasonable growth of the total wage. Article 3 According to the division of labor of wage plan management in the State Council, the personnel department is responsible for the wage fund management of state organs and institutions, and it is brought into the operation track of personnel plan management. Article 4 The management scope of the wage funds of state organs and institutions shall be consistent with the management scope of the plans for the number of employees and the total wages of state organs and institutions; The management object is the salary of all employees (including unplanned employment) within the scope. Article 5 The contents of wage fund management shall be implemented in accordance with the Provisions on the Composition of Total Wages promulgated by the National Bureau of Statistics. All those who belong to the scope of total wages are included in the management of wage funds. Article 6 The annual total wage plan issued by the state is the basis for all regions and departments to formulate total wage plans and manage wage funds. All localities and departments should implement the plan step by step to grass-roots units as soon as possible after receiving the annual total wage plan of government agencies and institutions issued by the Ministry of Personnel, and the annual wage fund use plan prepared by grass-roots units shall not exceed the annual total wage plan issued by superiors. If there are special reasons to add the total wage plan, the competent department and the personnel department at the same level shall be responsible for the adjustment. If it cannot be adjusted, it can be submitted for approval according to the planned management procedure, and the personnel department at a higher level is responsible for the adjustment. Before the approval of the superior, the original plan shall not be broken. Article 7 The total wages of state organs and institutions are planned to be distributed at the beginning of each year. Before the plan is issued, in order to facilitate the management of wage funds, all regions and departments can deduct the unreasonable part and increase the reasonable part according to the actual total wages paid in the same period of last year, and first approve the preliminary plan of the total wages of grass-roots units in the first quarter and the plan for the use of wage funds. After the national total wage plan is issued, it will be accounted for in the annual total wage. Eighth approved, the personnel department and the competent department at a higher level according to the provisions of national policies, approved total wage base, issued a total wage plan, as a lump sum quota, shall not be broken. Ninth personnel departments in the distribution of total wages plan, to check the preparation of grass-roots units. After the plan is issued, the unit that needs to increase or decrease employees due to staffing changes must be approved by the competent department and the personnel department, and the plan for the use of the wage fund can be adjusted only after the number of employees and the total wage plan are adjusted. Article 10 The adjustment of wage capital increase index is an integral part of the total wage plan, which is issued every year according to the specific wage policy and time schedule stipulated by the state. After the adjustment of wage growth indicators is issued, the wage fund use plan should be adjusted accordingly. The personnel department may, in combination with the wage adjustment work, make overall arrangements for approving the wage fund use plan. Eleventh grass-roots units should be based on the total wage plan issued by the superior, the annual preparation of wage fund use plan, submitted to the competent department for examination and seal, reported to the personnel department at the same level for approval, into the "wage fund management manual" (used by institutions). The opening bank shall supervise the payment accordingly. The total wages extracted by each grass-roots unit every quarter and month shall not exceed the planned use of this quarter, otherwise the bank will refuse to pay. If there is any balance in the quarterly wage fund use plan, it can be carried forward to the next quarter, but the wage fund of the next quarter shall not be withdrawn in advance. Twelfth grass-roots units in accordance with the specific provisions of the region, should set up a special account for wage funds in the bank of the unit or set up a special account register (card) for wage fund management. The establishment of wage fund accounts, grass-roots units all funds for wage expenditure must be deposited in the wage fund accounts, reasonable arrangements for the use of; The establishment of the wage fund account management register (card), the total wage plan issued by the superior to the grass-roots units and the use plan of the wage fund of the grass-roots units and the wages extracted each time should be registered item by item. Thirteenth according to the wage management system of government agencies and institutions, the personnel departments of provinces, autonomous regions and municipalities directly under the central government are responsible for examining and approving the use plan of the wage fund of the central directly under the authority institutions outside Beijing. If it is difficult for the personnel departments of provinces, autonomous regions and municipalities directly under the Central Government to directly handle the examination and approval procedures, they may entrust the personnel departments of prefectures, cities and counties to handle them. Every year, the central authorities and the competent authorities of the State Council will timely decompose the total wages plan of government agencies and institutions issued by the state into grass-roots units, and send a copy to the personnel departments and banks where the grass-roots units are located.
According to the system management of the central and the State Council departments, the wage fund use plan of grass-roots units can be directly approved. If there are difficulties, the local personnel department can be entrusted to approve grass-roots units according to the above methods.
The use plan of the wage fund of the central government in Beijing, directly under the authority and institutions shall be directly examined and approved by the competent department. Fourteenth to strengthen the supervision and inspection of wage fund management. No region or department may decide to increase wages on its own for any reason outside the policies stipulated by the state.
