The maintenance fund collected by the property or selling unit, together with the maintenance fund that the developer should bear, is deposited in the local development bank (generally the Construction Bank), which is supervised by the government real estate department and the account belongs to the owner. Under normal circumstances, the maintenance fund shall not be used before the establishment of the owners' meeting, but after the establishment of the owners' meeting, it will be used for the overhaul of public parts, subject to the consent of more than half of the relevant owners.
