From April 12th to 14th, the Central and South Regional Geological Exploration (Mining) Director’s Seminar was held in Zhengzhou, Henan Province. 1. Basic information of the meeting This seminar for geological prospecting directors in Central and South China was co-organized by the Geological Prospecting Department of the Ministry of Land and Resources and the Henan Provincial Bureau of Geology and Mineral Resources. Representatives attending the meeting included the geological prospecting directors of six provinces (districts) in Central and South China.

Representatives at the seminar believed that after the promulgation of the "Decision", the overall situation of geological exploration work across the country has developed well, and geological work has entered a period of rapid development.

First, governments at all levels attach great importance to strengthening geological work. The relevant provincial (regional) governments conscientiously implement the spirit of the "State Council's Decision on Strengthening Geological Work", including issuing implementation opinions, convening geological work meetings, and drafting supporting documents.

Many positive and effective measures have been taken in increasing investment in geological exploration work, strengthening management of the geological exploration industry, and implementing relevant policies.

Second, geological exploration units have generally accelerated the pace of reform and development. They have done a lot of work around achieving breakthroughs in prospecting, improving service capabilities, improving systems and mechanisms, adjusting team structures, and integrating into local economic development, and have achieved many positive developments and new results.

The seminar carefully analyzed the new situation faced by current geological work.

Generally speaking, it is believed that, on the one hand, due to the favorable market factors of the current "mining boom" at home and abroad, geological work is facing rare development opportunities; on the other hand, whether the entire geological exploration industry can achieve sustainable development deserves attention and research.

Representatives believe that there is still a certain gap between current geological work and the needs of economic and social development. Geological exploration units must have a sense of urgency and crisis, further focus on the needs of national and local economic development, adhere to the direction of reform, and further enhance resource security capabilities and

Participants believed that this meeting was a success. Focusing on the mining rights management issues that geological exploration units are concerned about, comrades from the industry management department introduced the general situation.

The setting and management of exploration rights in Henan Province are divided into three categories by region: the first is prohibited exploration areas, mainly areas such as nature reserves where exploration and development are prohibited; the second is restricted exploration areas, which are targeted at key mineralization zones and are mainly managed by the state.

The province has invested in strengthening geological surveys and established a large number of mineral adjustment projects (such as two-right price projects). State-owned geological exploration units are encouraged to apply for these projects. After the projects are completed and submitted, they are openly "recruited, auctioned, and listed" to the public, and the income or shares are

(2) The reform and development model of one team (academy) and one company. Geological exploration units such as the Henan Provincial Geological Survey Bureau and the Coalfield Geology Bureau basically follow the "team-as-a-unit" reform model.

In accordance with the principle of separation of services and enterprises, and based on reality, the Henan Provincial Geological Exploration Bureau proposed a reform and development model of "based on teams, one team, one company" to realize the separate operation of services and enterprises.

Based on the team, the purpose is to retain the business identity; the purpose of establishing companies (resource-based companies and technical service companies) is to explore and promote internal enterpriseization.

The overall idea is to achieve "two lean and one transition" (a lean business, a lean enterprise, and a gradual transition of social coordination).
