"Liaoning Provincial Population and Family Planning Regulations": Article 16 encourages a couple to have two children.

For those who give birth to less than two children, no examination and approval will be required, free registration services will be provided, and families will be able to arrange their own births.

Article 23: Establish and improve social security systems such as basic pension insurance, basic medical insurance, maternity insurance and social welfare, implement a family planning benefit-oriented mechanism, meet the basic needs of citizens for family planning, and promote family planning.

; If a miscarriage occurs after 4 months, the leave will be 42 days; (7) If the fallopian tube recanalization is approved, the leave will be 21 days, and if the vas deferens recanalization is performed, the leave will be 15 days.

Article 32 A special support system for family planning families and a reward and support system for some rural family planning families shall be implemented.

When determining the objects of urban and rural minimum living security, the special assistance and incentive assistance granted in accordance with the provisions of the preceding paragraph shall not be included in the family income.

Article 33 For family planning families whose only child dies or is disabled, the local people's government shall provide assistance and assistance in aspects of life, pension, medical care, spiritual comfort, etc. in accordance with relevant national and provincial regulations.

Specific implementation measures shall be formulated by the Provincial People's Government.

Encourage various social organizations, enterprises, institutions, and grassroots self-governing organizations to carry out social care activities for family planning families whose only child dies or becomes disabled.

Article 34 After rural residents become urban residents, they will continue to enjoy the original rural family planning incentive and preferential policies before they enjoy the social security and welfare benefits for urban residents and during the transition period of the family planning policy for rural residents.
