The reform of sanitation system adheres to "people-oriented, high-quality service; Shift of focus and territorial management; The principle of "graded supervision, clear rewards and punishments" and the method of enterprise management and market operation can improve the quality of road cleaning by establishing a long-term management mechanism.

The cleaning operation mode of 44 main and secondary roads in urban areas is "sweeping to the end with a broom", that is, the floor-to-floor sanitation on both sides of the road, the daily sanitation of road green spaces and flower beds (excluding garden green spaces), and the maintenance and cleaning of garbage bins. In the road cleaning area, all the road cleaning and cleaning work units are responsible for it, instead of sweeping several roads into one in the past. Relying on the original mechanical cleaning management center, a mechanized cleaning company was established to be responsible for road cleaning and cleaning in the areas east of Mu Ye Avenue, south of Pingyuan Road and north of Xiangyang Road. Take the roads in the built-up area (including the sweeping roads of towns (streets) and management committees (centers) in the whole region) outside the central city 33 square kilometers and within 80 square kilometers as the general action area, and participate in the "road refreshing action" in the area, in which Fuqing Road is implemented according to the requirements of the key action area. Towns, townships (streets) and management committees (centers) in areas beyond 80 square kilometers shall be implemented in accordance with the "Road Refresh Action" plan in this area, with reference to the implementation of no less than the city's four-level road standards.
