3. Scope of use of maintenance fund: mainly used for maintenance, renovation, etc. Community public facilities;
4. Procedures for using the maintenance fund: it needs to be approved by the owners' meeting or decided by the owners' committee, and the use plan and results shall be publicized;
5. Supervision of maintenance fund: The owner has the right to supervise the revenue and expenditure of maintenance fund to ensure the rational use of funds.
To sum up, buyers need to pay the maintenance fund within the specified time and provide corresponding vouchers in order to successfully apply for the real estate license. This fund is very important for the maintenance of public areas and will not change with the transfer of houses. If it is overdue, it will face the double consequences of not being able to apply for real estate license and charging late fees on a daily basis.

Measures for the administration of residential special maintenance funds
Article 6
The owners of the following properties shall deposit special maintenance funds for houses in accordance with the provisions of these Measures: (1) Houses, except those owned by one owner and not used with other properties and using facilities and equipment; (2) Non-residential buildings in residential quarters or non-residential buildings connected with single residential structures outside residential quarters. If the property listed in the preceding paragraph belongs to the sale of public housing, the selling unit shall deposit special housing maintenance funds in accordance with the provisions of these measures.
