Provincial Press and Publication Bureau (Provincial Copyright Bureau) is the administrative organ directly under the provincial government, in charge of the press and publication and copyright management in the province. There are 8 organs, 6 institutions, 30 administrative personnel, 38 public institutions and 68 staff. There are actually 74 people, and 6 people are not included in the establishment.
There are 8 book publishers/kloc-0 and 8 audio-visual electronic publishing units in the province. 88 newspapers and 26 1 periodical; There are 3,799 printing enterprises in the province (including typing and copying enterprises 1.964), of which 1.85 are allowed to print books and newspapers; There are 2,896 publishing units, including Xinhua Bookstore at or above the county level 1 15. Provincial Press and Publication Bureau has 23 units: 7 publishing houses, 1 magazine, 1 1 bookstore (Xinhua Bookstore in the province, Xinhua Bookstore in the province and Xinhua Bookstore in 9 cities), provincial printing materials corporation, printing technical school, printing science and technology research institute, Shaanxi office of China Press and Publication Newspaper. The province's press and publication system has basically formed a relatively complete industrial system with complete publishing categories such as books, newspapers, periodicals, audio-visual and electronic publications, and the coexistence of state-owned, private and individual-owned economies such as editing, production, printing (copying), distribution, material supply, foreign trade, education, scientific research and administration, and has become an important industry in the province's national economy.
Second, the development of the province's news publishing industry since the Ninth Five-Year Plan
Since the Ninth Five-Year Plan, in accordance with the requirements of the Sixth Plenary Session of the 14th CPC Central Committee and the 15th CPC National Congress, we have set the development goal of transforming from a big publishing resource province to a strong publishing province. Focus on the overall situation and seize major events; Qi Xin should make concerted efforts, "form a joint force and give full play to the overall advantages" and develop the publishing industry with its main business, main channel and main theme. Through the implementation of brand strategy, improve the overall quality and efficiency of publications in the province. After the implementation of the strategy of developing the western region, we put forward the work requirements of Shaanxi news publishing industry to integrate into the western region development, serve the development well and seek development through development. Last year, after the provincial party committee and government put forward the goal of building a strong cultural province, we decided to build a strong publishing province as the overall goal of the province's press and publication work in the future. Over the years, the province's news publishing industry has achieved good results in accordance with these working ideas.
During the "Ninth Five-Year Plan" period, the prosperity and management of the news and publishing industry in the province simultaneously entered a benign development track. (1) adhere to the correct direction and orientation, and realize the requirement of only helping without adding chaos. Published a number of excellent publications popular with readers. Among them, 840 publications won prizes at or above the provincial level, 5 "One Project" and 1 good book prizes for 6 consecutive sessions, and won the China Book Award, the National Book Award and the Outstanding Periodical Award. Girlfriend, New House, Book Collection and Huashang Daily became well-known domestic newspapers and began to enter the international market. (2) the cause is further prosperous and the industry is further developed. At the end of the Ninth Five-Year Plan, nearly 3,000 kinds of books were published annually by 16 publishing houses in the province, which developed from single book publishing to audio-visual and electronic multimedia publishing. The number of newspapers and periodicals has grown to 362, with 630 million newspapers and more than 60.8 million periodicals published annually. While giving full play to the role of Xinhua Bookstore as the main channel, the distribution of publications has gradually formed a pattern of coexistence of state-owned, private, collective and individual. Books, newspapers and periodicals printing enterprises have grown to 165; Printing technology has entered the stage of relying on high-tech development; Copyright trade ranks in the forefront of the country. The industry has further developed and its strength has been continuously enhanced. By the end of 2000, the total book sales reached 2.244 billion yuan, an increase of 77% over 1995. The total assets of the publishing system reached 2.35 billion yuan, an increase of 99% over 1995; Sales revenue was 2 billion yuan, up 47.8% from 1995; The ratio of total profit to 1995 increased by 75.9%. (3) Increase investment in capital construction. Since 1999, the whole system has invested 1 more than one hundred million yuan every year, which has changed the production and operation facilities and improved the working and living conditions of employees. (4) Three major events were successful. The early establishment of the distribution team was successfully completed; Successfully held the 9th National Book Fair; Shaanxi Publishing House was built. The smooth realization of these three major events not only changed the image of Shaanxi publishing industry and created good conditions for its development, but also promoted the all-round development of all work. It can be said that "the Ninth Five-Year Plan" is the two periods with the fastest development speed and the best benefits in our province's news publishing industry.
In the first three years of the Tenth Five-Year Plan, the province's press and publication work adhered to the goal of building a publishing province, seized the historical opportunity of the large-scale development of the western region, deepened reform, changed functions, innovated practice, steadily advanced all work, and gradually improved its management level. While achieving obvious social benefits, the economic operation of the whole industry has also maintained a relatively stable development trend. According to statistics, in 2003, there were more than 4,000 kinds of books, 36 kinds of newspapers and periodicals, and 327 kinds of audio-visual electronic publications. The total book sales in the province is 2.79 billion yuan, the sales income is 2.2 billion yuan, and the tax paid by the bureau system is 80.99 million yuan. The quality of printing products in the province has been steadily improved, ranking third in the country; Copyright trade ranks in the forefront of the country.
Three, the province's news publishing industry development plan
According to the strategic goal of building Shaanxi into a strong cultural province that is compatible with the strong economic province in the west, we strive to strengthen and expand the news and publishing industry and promote the leap-forward development of Shaanxi news and publishing industry. We have formulated the Outline of Shaanxi News and Publishing Industry Development Plan.
(A) the overall goal
From now on to 20 10, the growth rate of the news publishing industry in the whole province will be higher than the GDP growth rate of the whole province, and strive to maintain an average annual growth rate of 15% or more, and the annual operating income will reach 23 billion yuan; The added value created by the press and publishing industry in Shaanxi Province has increased from the present 0.65% to 1.02%, making the press and publishing industry a new growth point of Shaanxi's national economy and a pillar industry in the cultural industry. By 2020, the average annual growth rate of the news publishing industry will remain at around 10%, and the annual operating income will double to 50 billion yuan, thus achieving the goal of strengthening the news publishing industry.
(B) the basic principles of industrial development
Adhere to the equal emphasis on extension and connotation expansion reproduction, focus on connotation development, accelerate the pace of "phased transformation" and realize the transformation from expanding scale and quantity to improving quality and efficiency; Adhere to the principle of combining macro-control with market mechanism, accelerate the adjustment of industrial structure, product structure, organizational structure, regional structure and talent structure, and optimize the allocation of resources; Adhere to the principle of simultaneous development of state-owned economy and private economy, and encourage, support and guide social capital to enter the fields allowed by the news publishing industry in various forms such as joint-stock system and private operation.
(3) Key industrial development projects
1, Xi 'an Dongfang Chinese CD production base. By 20 10, the number of production lines will increase from the current 4, with an annual output of 30 million pieces to 40, with an annual output of1500,000 pieces and an output value of about 200 million yuan. Xi Oriental Chinese CD Manufacturing Co., Ltd. will develop into a multinational company focusing on export, supplemented by domestic market, integrating program production, reproduction and sales.
2.Xi 'an Printing and Packaging Industrial Park. The project has been approved by the Administrative Committee of Xi Economic and Technological Development Zone. The scheme demonstration was completed in 2004, and the first phase of infrastructure construction was implemented in 2005. The planned area of the park is 5000 mu, and the first phase of construction land is 3000 mu. Form a modern, multifunctional and full-process comprehensive industrial base integrating material supply, production and processing, product sales, logistics and transportation, education and training, scientific research and information service in the printing, packaging and decoration industry. It is suggested that three large-scale printing enterprises under the jurisdiction of the former Provincial Enterprise Working Committee should be brought into the development of the news publishing industry in the province, and the publishing industry chain should be improved to seek overall development.
3. Northwest Publications Logistics Distribution Center. According to the national layout, the Northwest Publishing Logistics Distribution Center will be established in Chang 'an Science and Technology Industrial Park in Xi High-tech Zone in 2005. The logistics distribution center has a reservoir area of 40 mu, which can provide 200,000 kinds of books for display, wholesale and distribution.
4. Construction of distribution network. In 2005, a super-large book city was built in Xi 'an Anda Academy, with a business area of over 10000 square meters, and the number of books available reached 654.38+million, which will reach more than 200,000 by 20 10. There are 5 large, 7 medium and 22 small bookstores and supermarkets in the province, and 100 private professional bookstores and convenience bookstores.
5. Western Cultural Education Media Industrial Park. It is planned to build a joint-stock cultural and educational media group-China Western Cultural and Educational Media Industrial Park, which integrates R&D, design (editing), production and sales. Optimize and integrate Shaanxi's superior publishing resources, accelerate the transformation of traditional publishing industry to modern publishing industry, and improve industrial competitiveness.
(d) Industrial development measures
1. Deepen the reform of the press and publishing industry system. Straighten out the relationship between the government and enterprises and institutions, improve and standardize the organization of the press and publication industry, and gradually establish a management system and operation mechanism of party Committee leadership, government management, industry self-discipline and independent operation of enterprises and institutions under the new situation.
2. Accelerate the transformation of publishing houses. Shaanxi People's Publishing House is a non-profit publishing unit, which has been identified as a public institution, and other business publishing units have been transformed into enterprises. Shaanxi Publishing Group will be established when conditions are ripe.
3. Accelerate the shareholding system reform of printing enterprises. Taking the overall restructuring of provincial printing plants as an opportunity, focusing on the reform of key printing enterprises in the province, we will promote the system reform of state-owned printing enterprises in the province. Shaanxi Printing Group will be established when conditions are ripe.
4. Accelerate the reform in the field of publication circulation. Taking the establishment of Shaanxi Xinhua Book Distribution Group as an opportunity, Xinhua Bookstores at all levels will be reformed into joint-stock system, chain operation will be implemented, and the construction of outlets will be comprehensively promoted.
5. Promote the reform of the newspaper industry system. Party newspapers, party journals, government bulletins, university newspapers and academic research newspapers are all transformed into enterprises in stages. At the same time, actively implement six development strategies: brand strategy, resource priority development strategy, going global strategy, technological innovation strategy, talent development strategy and leap-forward development strategy.
Fourth, the problems to be solved.
1. Please implement the national support policy for income tax refund of publishing industry as soon as possible, so as to prosper the publishing industry in our province and support its development.
2. Support the approval of land for construction projects such as Northwest Publications Logistics Distribution Center, Xi 'an Printing and Packaging Industrial Park, and the expansion of Oriental Wenhua CD Manufacturing Co., Ltd., and promote the structural adjustment of the publishing industry.
According to the national requirements, after the reform of publishing units, Shaanxi People's Publishing House, a public welfare publishing unit, will be identified as a public institution. Please study it in the province as soon as possible and guarantee the funds.
4. The office of the provincial leading group for "eliminating pornography" and "cracking down on illegal publications" is in our bureau. The task is heavy and strict, but there is no corresponding organization, staffing and funds, which does not meet the heavy requirements of the province's "anti-pornography" and "illegal publications" tasks. Please solve it as soon as possible.
5. It is suggested to establish a publishing fund to increase output and input. Over the years, the development of publishing industry in our province mainly depends on the rolling development of internal investment in the publishing industry, which leads to some key publishing topics that need large investment and can be inherited for a long time being stranded due to lack of funds. It also makes the development of publishing industry lack of stamina, which restricts the rapid development of publishing industry.
