Article 19 of the Measures for Licensing the Establishment of Old-age Care Institutions (Order No.48 of the Ministry of Civil Affairs of the People's Republic of China): If an old-age care institution is dissolved by itself or cannot continue to provide services, it shall be terminated and the establishment permit shall be returned to the original licensing authority for cancellation.
