This bidding project, the 2022-2025 implementation project of the "14th Five-Year Plan" continuation of supporting and modernization projects in Tieshan Irrigation District of Hunan Province, has been developed and reformed by Hunan Province The committee approved the construction with Xiangfa Gainong No. 2021598. The project owner is Yueyang Tieshan Water Supply Engineering Affairs Center. The construction funds come from central funds, provincial funds and local supporting funds. The tenderer is Yueyang Tieshan Water Supply Engineering Affairs Center, the bidding agent. The organization is Hunan Huaxia Engineering Consulting Co., Ltd. 2. Project Overview and Bidding Scope

2.1 Project Name: Hunan Province Tieshan Irrigation District’s “14th Five-Year Plan” Continuation of Supporting Construction and Modernization Project 2022-2025 Implementation Project.

2.2 Construction location: Yueyang County, Linxiang City, Miluo City, Yueyang Economic and Technological Development Zone, Yueyang Building District, Yueyang City, Hunan Province.

2.3 Construction scale: The designed irrigation area of ??Tieshan Irrigation District is 854,100 acres. The project scale of the irrigation district is large (2) type, the project grade is Grade II, and the engineering level of channels and canal system buildings is Grade 4. . The main construction contents of the 2022-2025 implementation project of the "14th Five-Year Plan" continuation of supporting and modernization renovation projects in Tieshan Irrigation District of Hunan Province include water source projects, water transmission and distribution projects, drainage projects, etc. The main contents of this renovation include risk elimination and reinforcement of main canals and channels 6.076 km, 26.645 km of anti-seepage lining, 0.2 km of main channel risk relief and reinforcement, 8.382 km of anti-seepage lining, 12.597 km of branch canal anti-seepage lining, 16.8 km of anti-seepage lining of the irrigation canal of Jiegua Reservoir, 0.957 km of drainage project, 31 tunnels for building renovation 24 aqueducts, 2 inverted siphons, 146 gate renovations, 70 canal culverts, 46 bridges, construction of production management facilities, construction of safety protection facilities, repair of canal top operation and maintenance roads, safety monitoring design, ecological standard demonstration Section 4 construction and other projects.

2.3.3 The bidding scale of this project is: 274,754,520 yuan.

2.4 Bidding scope, division of bid sections and corresponding planned construction period.

2.4.1 Scope of bidding: Project construction of the "14th Five-Year Plan" continued supporting and modernization project in Tieshan Irrigation District of Hunan Province will be implemented in 2022-2025. In accordance with the requirements of the Hunan Provincial Department of Water Resources, one-time bidding will be implemented , implemented on an annual basis, please refer to the bill of quantities and drawings for details (the tenderer can make specific arrangements for implementation projects based on the availability of funds).

3. Bidder qualification requirements

3.1 The bidder must have independent legal personality and hold a valid business license;

3.2 The bidder must be in the water conservancy industry The Ministry of Water Conservancy Construction Market Supervision Platform and the Hunan Provincial Water Conservancy Construction Market Comprehensive Supervision System are market entities that establish credit files;

3.3 Bidders must have first-level and above general contracting qualifications for water conservancy and hydropower project construction, and a safety production license The certificate is within the validity period; and has the ability to undertake the construction of this project in terms of personnel, equipment, funds, etc.;

3.4 The bidder has been in the past R3 □5 □8 years (referring to July 2019 to the deadline for bidding) (Up to now) has completed the construction performance of 1 irrigation area project with a single contract value of 18 million yuan and above; (Applicable to the "Notice of the Ministry of Housing and Urban-Rural Development on Issuing the Qualification Standards for Enterprises in the Construction Industry" (Jianshi [2014] No. 159 ) stipulates that water conservancy projects must be undertaken by enterprises with second-level or above (including second-level) qualifications)

3.5 The proposed project leader must be a second-level or above water conservancy and hydropower engineering professional registered in the bidding unit Engineer, has a Class B safety production assessment certificate issued or verified by the water administrative department, and is a formal employee of an independent bidder (or consortium leader), with no projects under construction; (applicable to all types of water conservancy project construction projects)

3.6 The proposed technical person in charge has an intermediate or above technical title in water conservancy and hydropower engineering related majors, and is a regular employee of the bidding unit;

3.7 The proposed full-time safety officer has a certificate issued by the water administrative department or The issued Class C safety production assessment certificate, and be a regular employee of the bidding unit;

6. Submission of bid documents
