As criminal weapons and not tools commonly used in production and daily life by most people, they are proposed by the county and city public security bureaus and approved by the county and city people's governments, and are included in the control. The Provincial Public Security Department can notify all localities of the specific varieties and styles of controlled knives based on the actual situation of the province for internal control and implementation.

2. Factories and workshops that produce knives within the scope of control, state-owned and collectively operated, shall be reviewed and approved by the county or city bureau, and individual businesses shall be reviewed and approved by the commune or sub-district office, and then submitted to the county or city public security bureau. After approval by the bureau, a "Special Tool Production License" is issued, and the production is allowed only after registering with the county and municipal industrial and commercial administration bureaus to apply for a license with the production license. 6. The implementation of controls on some knives involves production, sales, use, management and other relevant departments, and is related to the production and life of some people.
