The proof that an enterprise pays social insurance for its employees needs to be stamped by the social security agency.

5. Proof of the R&D department and personnel structure of the enterprise, such as the establishment documents of the R&D department, the academic qualifications and professional title certificates of the R&D team members, etc.

6. The investment certificate of an enterprise in R&D, including expense details and related invoices, must be stamped with the official seal of the enterprise.

7. Documents reflecting the transformation of enterprise innovation achievements, such as product promotion materials and sales contracts, need to be stamped with official seals.

The application conditions for specialization and novelty are as follows:

1. General qualification conditions

The enterprise must meet the business income of at least 1 million yuan in the previous year. At the same time, the growth rate of operating income in the latest year should be not less than 15%, or the average growth rate for two consecutive years should be not less than 1%.

II. Specific qualifications

An enterprise must meet one or more of the following conditions:

1. Specialization: an enterprise must focus on serving a specific customer group or product segment and rank among the top 1 in the country in this industry segment.

2. Refinement: Enterprises should have independent intellectual property rights or master advanced knowledge, and R&D investment accounts for more than 3% of operating income. Characteristic: The products or services of an enterprise should have the characteristics of uniqueness, exclusivity or exclusive production; In the past two years, the enterprise should have presided over or participated in the formulation or revision of national standards and industry standards; If the enterprise has brand honors such as China famous trademark and Shanghai famous trademark, or is selected into the relevant protected trademark catalogue, it will also be regarded as meeting this condition.

4. Novelty: Enterprises should have strong originality and innovation vitality, and show high market valuation and financing attraction. The products or services of enterprises should conform to the four new economic development characteristics of "new technology, new industry, new format and new model" and adapt to the changes of consumer behavior.

III. Restriction conditions

Enterprises with any of the following conditions will not be recognized as "specialized and innovative" SMEs, and those that have been recognized will be disqualified: providing false information during the application or evaluation process; Serious safety accidents or quality problems have occurred in the past three years; Environmental protection indicators are not up to standard or have caused environmental pollution; There are acts of tax evasion; Other acts in violation of laws and regulations.
