Junlian was an important post station on the Southern Silk Road in ancient times. Now it is an important gateway out of Sichuan and into Yunnan, with a long history of commercial economy. Today, under the correct leadership of the county party committee and the county government, our county has vigorously promoted the development of commercial economy and cultivated consumption hot spots. The consumption level of residents has gradually improved, the consumer goods market has continued to develop steadily, and the total retail sales of consumer goods have maintained rapid growth. However, our county has great potential for commercial economic development and a very broad prospect. Accelerating the development of commercial economy is of great significance to building an "economically strong county at the junction of southern Sichuan and northeastern Yunnan".
1. The position of Junlian’s commercial economy among the ten districts and counties of Yibin and the adjacent counties of Yunnan
Junlian County is located on the southern edge of the Sichuan Basin and is a mountainous area transitioning from the Sichuan Basin to the Yunnan-Guizhou Plateau. It borders Gong County to the east, Gao County to the north, Yanjin County of Yunnan Province to the west, and Yiliang County and Weixin County of Yunnan Province to the south. The county has a total population of 408,800, and governs 9 towns and 9 townships, and 243 administrative areas. The village and county have a population of 50,000. Merchants have always gathered, business is prosperous, there is a large space for commercial development, and the investment and construction of the commercial market has a strong rate of return. Our county's economy has an industrial structure of secondary, primary, and tertiary industries, with commerce being the main pillar of the tertiary industry. In 2008, retail sales of consumer goods reached 934.85 million yuan, an increase of 21.6% over the previous year. Our county's total volume ranked low in the city. In ninth place, the county’s per capita monthly consumption is only 190 yuan. However, compared with the neighboring counties of Yanjin, Yiliang and Weixin, in 2008, Yanjin County achieved a total retail sales of consumer goods of 289.2 million yuan, Yiliang County achieved 555 million yuan, and Weixin County reached 350.78 million yuan. The commercial economic entity of our county is large. , far ahead of neighboring counties in northeastern Yunnan.
2. Favorable conditions for the development of Junlian’s commercial economy
(1) The strong development of the county economy has laid the most favorable conditions for the commercial development of our county. In recent years, with the development of the Junlian coalfield, the construction of a number of large and medium-sized industrial projects will, on the one hand, generate huge economic benefits, promote the rapid development of the Junlian local economy and significantly increase the people's income, thereby making the broad masses of the people Purchasing power has been greatly improved, laying a very good economic foundation for the development of business; on the other hand, there are many corresponding supporting constructions, such as transportation, power supply and other infrastructure in the construction and production stages, in the supply of raw materials, maintenance services of machinery and equipment, and logistics. In terms of security, product transportation and sales, commercial services are required, which directly promotes the rapid development of Junlian's commercial economy. In 2008, the total retail sales of consumer goods was 3.1 times that of 2000, and the consumer goods market showed a rapid growth momentum.
(2) Junlian County is located at the gateway to Yibin City from the northeastern Yunnan Plateau, and has good location conditions for urban commercial development. Junlian County is located in the transition zone from the Sichuan Basin to the Yunnan-Guizhou Plateau mountainous area. Coupled with the individual differences between the basin economic zone and the mountain economic zone and the complementary effects between the two economic zones, the basin economy and the mountain economy are integrated here. Junlian City is located at the gateway to Yibin City in Junlian County and even the northeastern Yunnan Plateau region, and is even an important way to enter big cities such as Chengdu and Chongqing, especially after the high-level expressway from Yibin to Xunsi is completed and opened to traffic, and The fast track connecting Chengdu-Yibin-Guiyang-Guangzhou will activate the Junlian mining area and the coal resource-rich area in Northeast Yunnan, and the location conditions for the commercial development of Junlian City will be more favorable.
(3) Junlian City Business has a relatively stable service group. Junlian City's unique geographical location determines that Junlian City's businesses have a relatively stable service group. The main manifestations are as follows: First, Junlian is more than 100 kilometers away from the nearest upper-level city Yibin, which is a long distance away. Junlian’s economic independence is relatively strong; second, the towns within the county reach the direction of Yibin, Chengdu, and Chongqing. , Junlian is a transfer station, and the county town has strong economic radiation on towns and villages, but is less affected by neighboring counties; thirdly, the construction level of Junlian City is ahead of Yanjin, Yiliang, and Weixin in Northeast Yunnan, and Junlian City has The above neighboring counties have strong radiation effects.
(4) Junlian’s export-oriented economic development will accelerate year by year. At present, Junlian's export-oriented economy has developed to a certain extent, but the development is not enough. Especially in the vast rural areas, the self-sufficient economy still occupies an important position. However, judging from Junlian's resource conditions, location conditions, and economic development trends, it has become inevitable for Junlian to vigorously develop an export-oriented economy. On the one hand, Junlian is rich in agricultural and sideline product resources. It is the largest Kuding tea planting and processing base in Sichuan Province and one of the 100 tea planting base counties in the country. It has also entered the ranks of high-quality flue-cured tobacco base counties in the country.
Special agricultural products such as Junlian gouache, bad cucumber, and Kuding tea have become quite famous and have a large external sales volume. At the same time, Junlian also purchases a lot of agricultural and sideline products from outside the county, such as fruits, medium and high-end grain and oil foods, etc. On the other hand, large and medium-sized industrial construction projects in Junlian County and related supporting facilities require the purchase of a large amount of machinery, equipment and materials from other places. After the project is completed and put into operation, there are many types and large quantities of industrial products and materials that need to enter and exit Junlian County. In Junlian County, The number of companies collecting and distributing materials will increase year by year, providing the greatest possibility for building Junlian City into a material distribution center in the juncture of southern Sichuan and northeastern Yunnan.
(5) Junlian is connected to Yanjin, Yiliang and Weixin in Yunnan Province, and has outstanding advantages in developing border trade. Yanjin County, Yiliang County, and Weixin County in Yunnan Province belong to the Yunnan-Guizhou Plateau region, and their economies are highly complementary to Junlian County in Basin Zhou, Sichuan. With the completion and opening of the highway and railway from Yibin to Yunnan Zhaotong, the economic cooperation between the two cities has been fully launched, and the cooperation areas are very broad. The recent cooperation focuses on transportation, energy, commerce and other fields. Junlian County is in the economic cooperation between the two cities. Occupies an important intermediate geographical position.
3. Unfavorable conditions for the development of Junlian’s commercial economy
The urban functions of Junlian County are relatively complete, but there are still many problems in the market and require vigorous investment and construction.
(1) The functions of commercial streets are too mixed. A large-scale commercial street has not yet been fully formed and is in the initial stage of construction.
(2) The overall development level of the agricultural product market is low. Most of them have many problems such as imperfect facilities, low service levels, poor management, and incomplete circulation systems. From the perspective of spatial distribution, there are 4 Junlian areas and 1 Xunsi area. Most of them lack complete drainage, sewage, sanitation and other facilities, not to mention modern information infrastructure and management facilities.
(3) The overall development level of the production means market lags behind. The degree of marketization, organization and specialization is low, large enterprises lack third-party services in the source of production materials, and the professional wholesale market is not enough. As a secondary central city in Yibin, Junlian's industrial development does not match the demand.
(4) Other specialized large and medium-sized commodity trading markets are few and irregular. According to the standard of building area greater than 500 square meters, only Chengnan Comprehensive Market and Jinxin Pedestrian Street Clothing Market are small in scale and have mixed functions.
IV. Suggestions on accelerating the development of Junlian’s commercial economy
In order to speed up the development of our county’s commercial economy and further promote the prosperity of the urban and rural markets, the following four suggestions are put forward.
(1) Continuously increase the income of urban and rural residents. Income is the basis and foundation of consumption. Only when the income level increases can consumer demand be expanded and the consumption structure optimized. On the one hand, it is necessary to narrow the income gap between urban and rural areas. The rural consumer market is an important part of the county's consumer goods market and has huge potential. However, the current foundation is relatively weak. Efforts should be made to increase farmers' income, activate the rural market, and effectively promote the expansion of rural consumer demand. On the other hand, we must continue to increase investment promotion efforts, create more jobs, strive to increase the income of low- and middle-income people, and promote the continuous growth of urban and rural residents' consumption.
(2) Accelerate the pace of building a new socialist countryside and cultivate the rural consumer goods market. There are 350,000 rural residents in our county, accounting for 87.5% of the total population. The tapping of rural consumption potential and the release of consumption will have a huge promotion effect on the consumer goods market. This is not only an important part of building a new socialist countryside, but also expanding The focus of domestic demand. On June 13 this year, when Comrade Liu Qibao, Secretary of the Provincial Party Committee, visited Chunfeng Village, Tengda Town, our county, he proposed a new hope for our county to build 100 more Chunfeng villages. Our county should take this opportunity to continue to increase financial investment in rural infrastructure. Invest in construction, improve rural water, electricity, road and other infrastructure, strive to build a unified urban and rural labor employment market, provide farmers with more employment opportunities, maximize farmers' non-agricultural income, and create economic conditions for starting rural consumption , to promote the improvement of rural consumption levels and structural upgrading.
(3) Accelerate the construction of urban and rural commercial outlets and promote modern logistics. In accordance with the requirements of adapting measures to local conditions and providing convenience and benefit to the people, urban and rural commercial outlets will be rationally planned and laid out. In the county's commercial center and areas where people flow relatively intensively, make full use of its advantages and characteristics to form a consumption center that can drive consumption upgrades and create a business atmosphere.
To this end, Junlian has planned the commercial development of the city and is working hard to create eight new types of markets: the first is the wholesale market for agricultural products, located on Meidu Avenue, covering an area of ??0.4 hectares; the second is the commercial street for architectural decoration, daily necessities, culture and entertainment , located in the middle and southern section of Meidu Avenue; the third is the Hexi Farmers Market, located in the Hexi area, covering an area of ??0.3 hectares; the fourth is the Chengnan Furniture and Building Decoration Materials Market, covering an area of ??0.3 hectares; the fifth is the Chengnan New District Comprehensive Market, covering an area of ??0.3 hectares. The sixth is the Lotus Renewable Resources Market, which covers an area of ??0.2 hectares; the seventh is the production materials market, which covers an area of ??1.2 hectares; the eighth is to build two new large supermarkets, located on Xueshi Road and Meidu Avenue. The establishment of these larger markets will, to a certain extent, create favorable conditions for Junlian's recent industrial development, promote the prosperity of the commercial market, radiate to southern Sichuan and northeastern Yunnan, and become a trade and logistics center. The investment and construction of the market will inevitably have a strong rate of return.
(4) Accelerate the construction of tourism infrastructure and promote the development of the tourism service industry. Further increase the publicity and marketing of tourism resources, enhance the visibility of Junlian’s world cultural and natural heritage, and promote the rapid development of our county’s tourism service industry. After 10-20 years of hard work, Junlian has been built into a tourist and leisure base for strange spring karsts in western China, and tourism has become an emerging pillar industry of the county economy. The strategic focus of developing the tourism industry is: first, focus on launching four major tourism products: hot spring vacation tourism, geological wonders light tourism, Daxueshan ecological tourism, and Miao cultural customs tourism; second, connect Changning Bamboo Sea and Xingwen Stone Sea to make Yun The rich tourism resources have entered the southern Sichuan tourism ring and become a new highlight of the southern Sichuan tourism ring; thirdly, focusing on creating a comfortable tourism environment, providing good tourism services, synchronizing the development of tourism resources with environmental protection, and achieving sustainable development of the tourism industry; The fourth is to increase the investment of social funds, further improve the infrastructure construction of the hot spring leisure resort, improve the infrastructure construction of Patmaopo Forest Park and open it to the outside world, develop Xianren Cave and Daxue Mountain, and make it a tourist attraction with certain reception capacity. Tourism products, combined with the renovation of old cities, have initially formed a tourism environment for urban leisure and sightseeing.
At the current stage of Yanjin County, although the county's economic development has accumulated a certain foundation and is in a period of rapid growth, the overall county economy is still relatively weak, and the county's economic situation is not optimistic. The specific manifestations are: First, the economy The total amount is small. Judging from the current proportion of the three industrial structures in Yanjin County, it is becoming more reasonable, but the total economic volume is not large, and there is still a gap compared with advanced brother counties (cities, districts). Second, there is insufficient development potential. The traditional economic concept of relying on the mountain and relying on the mountain has not been fundamentally changed, the county economic structure is unreasonable, and the economic structure based on resource development and traditional industries has not been fundamentally changed. Except for coal and electricity, there is a lack of large and stable follow-up financial resources supported by major industrial projects. The financial resources of counties and townships are weak, and the current situation of "food" finance will be difficult to change in the long term. Third, technological innovation capabilities are low. Currently, Yanjin County lacks a technological innovation and knowledge innovation system to support rapid and coordinated economic development. Most agricultural production is still in the traditional single planting and breeding industry structure, and the development of new agriculture with high technical content and high efficiency is slow; the industrial level of industrial enterprises is low, the technology is simple, and the industry structure is convergent; there is a shortage of scientific and technological talents, and enterprise production and management personnel Low scientific and technological literacy and insufficient scientific and technological innovation capabilities restrict the healthy, rapid and coordinated development of the county economy in our county.
