1. II. Main Responsibilities

(3) Responsible for the registration of market entities such as industrial and commercial enterprises, farmers' professional cooperatives, units and individuals engaged in business activities, and permanent representative offices of foreign (regional) enterprises in the jurisdiction, and confirm the qualifications of market operating entities, Issue business licenses and supervise and manage their registration matters and business activities; take the lead in investigating and cracking down on unlicensed business operations in accordance with the law. Responsible for the administrative licensing of food production (except high-risk, food additives), circulation and catering services in the jurisdiction, and responsible for the administrative licensing of pharmaceutical retail enterprises and medical device operating enterprises. Handle organization code registration for agencies, societies, enterprises and institutions; responsible for administrative licensing of manufacturing and repair of measuring instruments.

(4) Responsible for the supervision and management of market economic order in the jurisdiction. Supervise and manage various consumer goods markets and production means markets in accordance with the law, and participate in the supervision and management of production factor markets; be responsible for supervising and managing online commodity transactions and related services; supervise and manage brokers, brokerage agencies, brokerage activities and related intermediary service agencies; according to authorization, Responsible for anti-monopoly law enforcement in the areas of monopoly agreements, abuse of market dominance, and abuse of administrative power to eliminate and restrict competition (except price monopoly behavior); investigate and deal with unfair competition, commercial bribery, smuggling and other economic violations in accordance with the law. (5) Responsible for the supervision and management of trademarks and advertising in the jurisdiction. Investigate and deal with trademark infringements in accordance with the law, protect the exclusive rights to registered trademarks, supervise and manage the use and printing of trademarks; supervise and guide trademark agencies; responsible for applications for well-known trademark recognition, acceptance and preliminary review of Shanghai famous trademarks; responsible for special signs and official signs Management and protection; supervise, manage and comprehensively protect company names, unique names, packaging, decoration, trade secrets, trademarks, etc. of well-known products in accordance with the law. Guide the development of the advertising industry; monitor the release of various media advertisements in the jurisdiction; implement administrative licensing for advertising operations and releases; and carry out advertising supervision and management in accordance with the law.

(6) Responsible for the supervision and management of contracts within the jurisdiction. Organize and implement contract administrative supervision and management, promote contract model texts; supervise and manage the standard terms of consumer contracts; carry out administrative mediation of contract disputes; investigate and deal with the use of contracts for illegal activities in accordance with the law; implement chattel mortgage registration, supervise and manage auctions.

(7) Responsible for protecting the legitimate rights and interests of consumers in the jurisdiction and carrying out product (commercial) quality supervision. Accept consumer consultations, complaints, and reports, establish and improve a consumer rights protection system, protect the legitimate rights and interests of operators and consumers, and organize the investigation and handling of cases that infringe on consumer rights. Investigate and deal with illegal acts of manufacturing and selling counterfeit and shoddy products in the production and circulation fields in accordance with the law; organize and implement the recall and disposal of relevant problematic products; be responsible for the management of product quality and safety risk assessment; be responsible for the reduction of commodity packaging materials.

(8) Responsible for managing and guiding quality work in the jurisdiction. Organize the formulation and implementation of plans, policies and measures to improve the quality development level of the district.

Organize and promote the famous brand development strategy; implement the supervision and management of engineering equipment supervision activities. Responsible for the supervision and management of certification activities. Supervise and manage various testing institutions that issue notarized data to the public.

(9) Responsible for the measurement supervision and management within the jurisdiction. Promote national legal measurement units and measurement systems, organize the establishment and management of social public measurement standards, manage the transmission and traceability of measurement values ??in accordance with the law, be responsible for the supervision and management of the production and use of measuring instruments, standardize and supervise commodity measurement and market measurement behaviors, and carry out energy measurement supervision and inspection .

(10) Responsible for the standardization management work in the jurisdiction. Organize and promote the standardization development strategy; carry out corporate product standard filing and management; promote the adoption of international standards and foreign advanced standards; promote various types of standardization demonstration pilot projects at all levels. Organize, promote and supervise the implementation of national standards, industry standards and local standards; carry out the protection of geographical indication products.

(11) Responsible for the safety supervision of special equipment in the jurisdiction. Accept special equipment construction notices and use registrations, be responsible for the issuance, supervision and management of special equipment operators; be responsible for the supervision and inspection of special equipment production, operation, use units and inspection and testing agencies; be responsible for the reporting, investigation and handling of special equipment accidents; be responsible for Special equipment statistics work; responsible for special equipment energy conservation supervision; carry out special equipment safety inspections.

(12) Responsible for the supervision and management of food production (except high-risk, food additives), circulation and catering services in the jurisdiction. According to the national and this city's annual food safety supervision plan, formulate an annual supervision plan for the jurisdiction, and organize special rectification and comprehensive management of food safety in the jurisdiction. Responsible for food safety assurance at major events in the jurisdiction.

(13) Responsible for the supervision and management of drugs, medical devices and cosmetics in the jurisdiction. Organize and implement quality management standards for the production, operation, and use of drugs and medical devices, and be responsible for the supervision of the production, operation, and use of narcotic drugs, psychotropic drugs, toxic drugs, and radioactive drugs in the jurisdiction.

(14) Responsible for the evaluative sampling inspection and supervisory inspection of the overall quality of food, drugs, medical devices and cosmetics in the jurisdiction, and organize the monitoring and handling of adverse drug reactions and medical device adverse events in the jurisdiction Work. (15) Undertake the daily work of Shanghai Pudong New Area Food Safety Committee.
